Hanoi, August 21, 2024, The Europe Today: The Vietnamese National Assembly (NA) Standing Committee has announced that a supervisory delegation will conduct direct inspections in ten localities, including Hanoi, to assess the development and use of high-quality human resources. This initiative aims to ensure that workforce policies align with the socio-economic development goals of the country.
On Tuesday, the NA Standing Committee reviewed and provided feedback on the draft supervision plan and report outline prepared by the supervisory delegation. The focus is on evaluating the implementation of policies and laws related to workforce development, with a particular emphasis on high-quality human resources.
Nguyễn Đắc Vinh, Chairman of the NA’s Committee for Culture and Education and deputy head of the supervisory delegation, outlined that the draft supervision plan is composed of six key sections. These sections detail the objectives, content, scope of supervision, working methods, task assignments, implementation schedule, and organization of the supervision activities.
The supervision will focus on two primary areas: the development of human resources, especially those with high-level skills, and the effective use of these resources. The delegation will assess leadership efforts and the institutionalization of the Party’s directives into policies and laws that support the development of a highly skilled workforce.
Key entities under supervision include the Government, the Ministry of Education and Training, the Ministry of Labour, Invalids and Social Affairs, the Ministry of Home Affairs, the Ministry of Planning and Investment, and the People’s Committees of all 63 localities. The supervisory delegation will evaluate the current state of employees, particularly those with high-level skills, and identify successes, limitations, and lessons learned. The delegation will also propose recommendations to enhance workforce development efforts in the future.
The scope of this supervision covers the implementation of policies and laws related to workforce development, focusing on high-quality human resources, through December 31, 2024. The results of the supervision are expected to be reported at the NA Standing Committee’s meeting in August 2025, along with a draft resolution for review and approval.
NA Chairman Trần Thanh Mẫn emphasized the importance of thoroughly researching the scope of supervision, particularly the documents issued and implemented by the Party and the State. The goal is to provide a comprehensive assessment of the current state of human resources in the country, considering both regional and global contexts.
The Standing Committee also recommended refining the focus of the four main areas of supervision and clearly identifying the key entities and subjects to be surveyed. Additionally, it was suggested that the supervisory delegation enhance the quality of their activities by involving experts who are accountable for their proposals and recommendations.
