Hanoi, September 19, 2024 – The Europe Today: The 10th plenum of the 13th Party Central Committee commenced in Hà Nội on September 18, with a focus on key political, economic, and personnel matters. The opening session was chaired by Party General Secretary and State President Tô Lâm, who delivered a speech marking the start of the proceedings.
During the plenary session held in the morning, participants observed a minute of silence to honor the victims—both civilians and soldiers—who lost their lives in the recent Typhoon Yagi and its aftermath. Additionally, a fund was raised to support the victims and assist in recovery efforts.
Lương Cường, Politburo member and permanent member of the Party Central Committee’s Secretariat, presented the plenum’s agenda, highlighting the critical discussions scheduled for the session.
Key topics for the day included group discussions on the draft political report to be submitted to the upcoming 14th National Party Congress, as well as an evaluation of socialist-oriented reforms in Vietnam over the past 40 years. These reforms have shaped the nation’s socio-political and economic landscape, with a focus on balancing practical needs and theoretical principles.
In the afternoon, the committee delved into the five-year implementation of the 2021-30 socio-economic development strategy, while also outlining the orientations and tasks for the 2026-30 period. Other points of discussion included Vietnam’s socio-economic development plan for 2024 and 2025, the state budget implementation for 2024, and estimates for 2025. The committee also reviewed the 2025-27 budget-finance plan and the ambitious North-South high-speed railway project.
As the day progressed, personnel work became the focus of evening discussions, particularly concerning the leadership composition of the 13th Party Central Committee and the future orientations for the 14th tenure. These deliberations play a crucial role in shaping Vietnam’s political landscape for the coming years, ensuring continued leadership stability and progress.
