“ASAN Service” center under the State Agency for Public Service and Social Innovations under the President of Azerbaijan was established by the Decree of the President of Azerbaijan No.685 dated 13 July 2012.
“ASAN service” centers are the bodies to ensure the realization of the services to be rendered by the state entities in a uniformed and coordinated manner.
“ASAN service” centers are designed to form up a new approach towards ensuring the citizens’ satisfaction in functioning of the state servants in relation to the population and to enrich the quality of relations between state servants and citizens.
The functioning of the centers is based on the principles of operativeness, transparency, ethical behavior, responsibility and comfort.
The Service reduces extra expenses and loss of time for many citizens, upgrades the level of professionalism, ensures a larger use of electronic services, increases transparency and strengthens the fight against corruption
Azerbaijan launched a program aimed to form an innovative startup ecosystem and infrastructure in the country’s economy amid the rapid development of technologies. The opening ceremony of the “Azerbaijan 500 ASAN Startup” program was held in the videoconference format on February 15, 2021. During the ceremony, it was noted that this program will help increase the knowledge and skills of local startups and their access to investors.
President Ilham Aliyev inaugurated the Ganja regional ASAN xidmet Center No 2 on January 30, 2022.
According to Trend, in November 2022 Mr. Fariz Jafarov said that, Azerbaijan plans to establish the ASAN Service model based on artificial intelligence, until 2025.
Furthermore, he said that:
“Our experience in e-government is used in Indonesia and some other countries. I’d like to note that 320 services of 13 public agencies are integrated into the ASAN Service”.
According to Jafarov till November 2022 , more than 1,000 volunteers out of 30,000 have been employed in ASAN.
“In 2022, for the first time, ASAN services were provided outside the country – in Türkiye. Azerbaijanis living in Türkiye can take advantage of public services through the mobile service center,” Jafarov said.

- By implementing effective and multifaceted reforms in the field of administration and provision of public services to the population, Azerbaijan, a country known for its unique development model, has authored a number of conceptual innovations.
- One of such unique initiatives is the “ASAN service” concept. It paved the way for a new service model governed by the ideas of securing citizen satisfaction and transparency in the provision of public services, preventing corruption, applying innovative approaches and modern technologies, forging a new way of thinking in the relations between public servants and citizens. This model has proven fully justified.
- This success is reflected both in the positive feedback of the country’s citizens and in the interest and attitude shown at the international level. “ASAN service” practices are already applied in a number of countries. In 2015, it was awarded the United Nations Public Service Award, and in 2019, the special award in the field of development of public services with the application of digital management, making “ASAN service” an Azerbaijani brand. The “ASAN International Association of Institutions Providing Public Services” and ASAN awards have been established in ICESCO member states and African countries jointly with relevant international organizations in the field of public services.
- In December 2022, we will celebrate the 10th anniversary of the first “ASAN service” center. Today, more than 360 services are provided by various state institutions and private companies in “ASAN service” centers.
- Since being established, “ASAN service” has secured the provision of public services on nearly 60 million applications. According to opinion polls, the service enjoys an approval rating of 99.8 percent.
