Ashgabat, March 18, 2025 – The Europe Today: Turkmenistan has successfully surpassed its foreign investment target by 110 Percent in 2024, attracting a total of 11 Billion Dollars, according to Deputy Minister of Finance and Economy P. Yagshiyev. The announcement was made during the international forum on attracting investment in the private sector, titled “Investments in the Future of Turkmenistan”.
In his address, Deputy Minister Yagshiyev highlighted the country’s impressive GDP growth rate of 6.3% in 2024, with investments comprising 17.6% of the total economy. He further announced the government’s ambitious plan to increase foreign investments to $11.5 billion in 2025.
Approximately 65.6% of the planned investments are expected to support production projects, while 32.9% will be directed through the private sector, and 9.7% through foreign investors. Yagshiyev stressed the importance of strengthening the private sector, forecasting that in 2025 the non-state sector’s share in GDP (excluding the fuel and energy complex) will rise to 71.6%.
The Deputy Minister also elaborated on Turkmenistan’s regulatory framework, designed to foster a favorable investment climate. The country has established several laws to support investment activities, including regulations on investment activity, foreign investments, protection of foreign investments and income, and policies on enterprises, joint-stock companies, free economic zones, and public-private partnerships.
Turkmenistan currently holds 67 active investment agreements with various countries, comprising 28 agreements on mutual promotion and protection of investments and 39 agreements to avoid double taxation.
Concluding his speech, Yagshiyev invited all participants to the Investment Forum of Turkmenistan, scheduled to take place in September 2025 in Ashgabat. Official invitations will be sent via diplomatic channels to all interested parties.
The international investment forum is being held in celebration of the 30th anniversary of Turkmenistan’s permanent neutrality in the Year of International Peace and Trust.
