Hanoi, March 22, 2025 – The Europe Today: Party General Secretary Tô Lâm has affirmed that the Party and the State will provide optimal conditions and comprehensive support to develop the data industry, paving the way for Vietnam to emerge as a digital nation with a prosperous digital economy and a vibrant digital society.
Addressing the first national congress of the National Data Association for the 2025–2030 tenure in Hanoi on Saturday, the Party leader stressed the pivotal role of data in digital transformation. Prime Minister Phạm Minh Chính also attended the event.
Digital Transformation as a Core Strategy
Lâm underscored that data-driven digital transformation is fundamentally reshaping how people live, work, and develop. He cited Resolution No 57-NQ/TW, issued by the Politburo on December 22, 2024, which identifies data as the central element of digital transformation and a key driver of national development. The resolution also outlines pilot policies to create an initial legal framework to boost data development and utilization.
Building a Sustainable Data Ecosystem
The Party chief called on the National Data Association to take a leading role in building, enriching, and utilizing national data with a focus on four key pillars: people, location, activities, and products. He urged proactive application and mastery of core data technologies such as artificial intelligence (AI), big data, blockchain, and cloud computing to achieve self-reliance in the digital domain.
Furthermore, he emphasized the need to develop a national open AI platform, enabling businesses to access and apply Vietnam’s proprietary AI solutions. This initiative will promote data literacy among the public and foster awareness of data protection and compliance with legal regulations.
Promoting Innovation and Competitiveness
The Party leader also recommended organizing data-based innovation challenges to inspire creative data-driven solutions and unlock human potential in science and technology. He stressed the importance of encouraging “Make in Vietnam” data technology products to ensure their fair competition in both domestic and international markets.
Strengthening Data Security and Governance
To address challenges in data governance and security, Lâm highlighted the importance of developing robust data protection systems and establishing national standards for data security. He stressed that without cutting-edge technology, it is impossible to efficiently collect, store, process, analyze, and share data securely.
Lâm also called for bolstering data infrastructure with investments from both state and private sectors, strengthening international cooperation, and drawing from global experiences to develop effective enforcement and monitoring mechanisms. He emphasized that government agencies, especially the Ministry of Public Security and the Ministry of Science and Technology, should collaborate to build a synchronized monitoring system using digital technology to ensure compliance with legal standards.
A Vision for a Digital Nation
General Lương Tam Quang, Minister of Public Security and President of the National Data Association for the 2025–2030 tenure, stated that the association will act as a bridge connecting regulatory bodies, businesses, and stakeholders to build a diverse and stable data ecosystem. This will foster sustainable digital transformation across sectors, laying the foundation for Vietnam’s entry into a new digital era.
With the establishment of the National Data Association, Vietnam is poised to accelerate its journey toward becoming a digital nation with efficient digital governance, a thriving digital economy, and a digital society built on accurate, comprehensive, and secure data.
