Kazakhstan Ratifies CIS Agreement on Free Trade in Services, Investment

Astana, April 29, 2025 – The Europe Today: President of Kazakhstan Kassym-Jomart Tokayev has signed the law ratifying the Commonwealth of Independent States (CIS) Agreement on Free Trade in Services, Establishment, Operations, and Investment, local media reported. The full text of the law has been published in the country’s official print media.

The ratification follows the earlier approval of the draft law by the Senate of the Kazakh Parliament. The agreement aims to strengthen trade and economic cooperation among CIS member states, facilitating access for Kazakhstani service exporters to partner markets and creating opportunities for the establishment of enterprises with Kazakhstani capital. Additionally, it is expected to foster a more favorable environment for attracting and protecting mutual investments.

The main objectives of the agreement include ensuring the sustainable development of the CIS free trade zone and promoting favorable conditions for the continued economic growth of the Commonwealth’s member states.

The agreement is considered a significant step toward deepening Kazakhstan’s integration within the CIS framework, reinforcing its commitment to regional economic cooperation and supporting the expansion of its service sector across the region.

Separately, it was also reported that President Tokayev recently signed amendments to the Public Health Code and the Gambling Law, further advancing legislative reforms in key sectors.
