Helsinki, May 3, 2025 – The Europe Today: TikTok has confirmed plans to build its first data centre in Finland, a €1 billion investment aimed at strengthening its European data governance strategy amid growing scrutiny from regulators.
The project is part of TikTok’s broader “Project Clover” initiative, which seeks to localise the storage of European user data and address security concerns about potential foreign access. The company, owned by China-based ByteDance, told Reuters that the Finnish facility will support this commitment, though specific details about location and timeline remain undisclosed.
The announcement follows the recent activation of TikTok’s data centres in Norway and Ireland, with over 175 million European users now being served under regionalised storage protocols. Under Project Clover, TikTok has pledged €12 billion over ten years to enhance privacy safeguards across Europe.
The Nordic region, and Finland in particular, has become a hub for digital infrastructure, attracting major players like Microsoft and Meta due to its renewable energy sources and reliable connectivity. According to the Finnish Data Centre Association, over €13 billion in data centre projects are currently planned across the country.
TikTok’s expansion signals a growing effort to reassure European regulators, some of whom have banned the app from official devices, and to maintain its foothold in the region despite broader geopolitical tensions and regulatory headwinds in both Europe and the United States.
