Vietnam Values Comprehensive Strategic Partnership with the United States

Hanoi, May 7, 2025 – The Europe Today: Prime Minister Phạm Minh Chính on Wednesday reaffirmed Vietnam’s strong commitment to its Comprehensive Strategic Partnership with the United States, expressing hope that bilateral relations will continue to develop with increasing substance and positive momentum.

The Prime Minister made these remarks during a meeting with a delegation from the U.S. Congress’s U.S.-China Economic and Security Review Commission (USCC), led by Chair Reva Price, in Hanoi.

Highlighting Vietnam’s consistent foreign policy of independence, self-reliance, openness, and active international integration, PM Chính reiterated the country’s adherence to its “Four No’s” defence policy. He underscored Vietnam’s pursuit of an independent, self-reliant economy that is deeply and effectively integrated into the global economy.

Expressing satisfaction with the growth of bilateral ties, PM Chính welcomed the United States’ continued efforts in addressing war legacy issues and called for further steps to enhance economic cooperation. He urged the U.S. to soon recognize Vietnam’s market economy status, remove the country from the D1 and D3 strategic export control lists, and strengthen technology transfer to support balanced and sustainable trade relations.

He also welcomed the support of the U.S. administration and Congress for a strong, independent, resilient, and prosperous Vietnam. The Prime Minister called on the USCC to continue advocating for deeper bilateral cooperation.

On trade matters, PM Chính affirmed Vietnam’s readiness to engage in tariff negotiations with the U.S. for the mutual benefit of both peoples and business communities. He viewed the process as an opportunity to restructure the economy, diversify markets, products, and supply chains, and reinforce Vietnam’s economic self-reliance.

Turning to regional issues, PM Chính reaffirmed Vietnam’s principled stance on the East Sea (South China Sea), emphasizing the importance of resolving disputes through peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). He reiterated Vietnam’s commitment to fully implementing the Declaration on the Conduct of Parties in the East Sea (DOC) and advancing negotiations on an effective and substantive Code of Conduct (COC).

The Prime Minister also called on the U.S. to continue supporting ASEAN’s common position and peaceful efforts to resolve disputes in the East Sea in line with international law.

USCC Chair Reva Price expressed her pleasure at visiting Vietnam for the first time and commended the country’s dynamic development. She affirmed Vietnam’s importance as a U.S. partner in the region.

Members of the U.S. delegation applauded the progress achieved in bilateral relations over the past 30 years and conveyed optimism about the future of the partnership. They expressed agreement with the Prime Minister’s proposals and pledged to continue supporting efforts to strengthen bilateral ties, including the recognition of Vietnam’s market economy status and ongoing tariff discussions.
