President Tokayev Establishes Commission to Oversee National Fund Expenditures

Astana, May 27, 2025 – The Europe Today: President Kassym-Jomart Tokayev of Kazakhstan signed a decree on Monday establishing a new Commission to monitor the use of funds from the National Fund, according to media reports. The Commission will serve as an advisory body under the President and is tasked with ensuring the lawful, targeted, and efficient utilization of the fund’s resources.

The newly created body will be responsible for the continuous oversight of the implementation of national projects, including those financed through bond borrowing. It is expected to provide comprehensive analysis and evaluations related to the delivery and effectiveness of such projects.

The Commission will have the authority to engage external auditors, recommend disciplinary measures against public officials where appropriate, and submit relevant information to law enforcement or special state bodies for further action.

The Supreme Audit Chamber has been designated as the working body of the Commission, with its Chairman appointed as the head of the Commission. Other members include the President’s economic advisor, the Deputy Chairman of the National Bank, the Deputy Prosecutor General of Kazakhstan, and additional senior officials.

According to the presidential decree, the Commission will meet at least once annually, and its decisions will carry advisory weight.

The creation of this Commission reflects President Tokayev’s commitment to enhancing fiscal transparency and accountability in the management of state resources, in line with broader governance reforms. The move follows the President’s recent directive to newly appointed Almaty Mayor Darkhan Satybaldy, signaling a renewed emphasis on responsible governance and economic oversight at both national and regional levels.
