Hanoi, June 1, 2025 – The Europe Today: Prime Minister Phạm Minh Chính on Saturday officially launched the National Legal Portal of Vietnam, describing it as a vital instrument to promote legal transparency, broaden public access to legislation, and accelerate the development of a modern digital government.
Speaking at the launch ceremony, Prime Minister Chính underscored the portal’s importance, calling it “an official destination, a reliable address, an intelligent interaction hub, and an indispensable companion for citizens and businesses.”
Accessible at https://phapluat.gov.vn, the portal seamlessly integrates the national legal database with the country’s digital identification platform VNeID. It enables users to search legal documents, submit inquiries, and provide feedback on existing regulations.
Government officials noted that the platform is designed to enhance public understanding of the law, lower compliance costs, and streamline communication between the people, businesses, and state authorities.
“This marks a new step in building and perfecting the socialist rule-of-law state in Việt Nam,” said Prime Minister Chính, emphasizing that the initiative also reflects Vietnam’s commitment to digital transformation and administrative modernization.
The National Legal Portal incorporates advanced features, including multilingual support and artificial intelligence capabilities. It also provides interactive functions to receive and process public feedback, and to respond to legal questions from users.
The Prime Minister tasked the Ministry of Justice with continuously upgrading the portal’s functionality, enriching its database, and ensuring a smooth, secure, and user-friendly experience. He stressed the need for the portal’s information to be “accurate, sufficient, clean, and live.”
He also called upon all ministries, government agencies, and local authorities to coordinate closely with the Ministry of Justice to offer timely legal guidance and respond to feedback from the public and the business community. The media, he added, should actively help promote the portal’s utility while combating disinformation.
To ensure broad accessibility, Prime Minister Chính highlighted the need for robust multilingual capabilities and the establishment of performance measurement mechanisms to evaluate the portal’s effectiveness.
“The National Legal Portal must truly become a useful tool for every citizen and every household,” he affirmed, urging all civil servants, enterprises, and individuals to actively engage with and make use of the platform.
The Prime Minister linked the portal’s launch to Vietnam’s broader reform agenda, citing recent Politburo resolutions on science and technology, international integration, private sector development, and legal system reform as key pillars supporting national progress.
The launch of the National Legal Portal represents a significant milestone in Vietnam’s journey toward a transparent, participatory, and digitally-enabled legal system, aligned with the country’s long-term vision of governance reform and public empowerment.
