Presidential Office Announces Promulgation of Landmark Legislative Reforms

Hanoi, June 17, 2025 – The Europe Today: The Presidential Office of Vietnam held a press conference in Hanoi on Monday to officially announce a Presidential Order promulgating a series of significant legislative reforms recently adopted by the 15th National Assembly (NA) and its Standing Committee.

Among the key legal documents promulgated were the NA’s resolution amending and supplementing several articles of the Constitution of the Socialist Republic of Vietnam, the revised Law on Organisation of Local Government, and an ordinance amending Article 10 of the Population Ordinance.

Immediate Effect of Constitutional Amendments

The constitutional amendments, comprising two articles, took immediate effect upon their adoption on June 16. These revisions mark a pivotal step in institutional reform, showcasing a forward-looking approach in the restructuring of the political system and national governance.

A central element of the amendment is the strengthened role of the Vietnam Fatherland Front (VFF), which is formally recognized as a broad political alliance and voluntary coalition uniting political, socio-political, and social organisations, along with respected individuals from various ethnic, religious, and overseas Vietnamese communities. The resolution identifies five mass organisations under the VFF’s framework: the Vietnam General Confederation of Labour, the Vietnam Farmers’ Union, the Hồ Chí Minh Communist Youth Union, the Vietnam Women’s Union, and the Vietnam Veterans’ Association. These organisations are entrusted with safeguarding the legitimate rights and interests of their members.

In a sweeping structural change, the resolution redesigns the country’s administrative system into a two-tier framework, consisting of provinces or centrally-run cities and their respective subordinate units as defined by law. It also grants the National Assembly the authority to establish special administrative-economic units. One of the most notable reforms is the nationwide dissolution of district-level administrative units, effective July 1.

This constitutional amendment is seen as a foundational legal step toward realizing the Party and State’s policy of streamlining the political apparatus and building a strong, modern, and prosperous Việt Nam.

Revised Law on Local Government Structure

Also taking effect on June 16, the revised Law on Organisation of Local Government spans seven chapters and 54 articles. It reflects a modern governance mindset aimed at fostering sustainable development, eliminating administrative bottlenecks, and unlocking developmental potential across localities.

The law lays down a comprehensive legal framework for the operation of local governments under the newly adopted two-tier model, a structure being implemented nationwide for the first time.

Amendment to Population Ordinance

The ordinance amending Article 10 of the Population Ordinance came into force earlier, on June 3. This amendment provides the necessary legal foundation to implement the Party’s policy on population affairs. It emphasizes responsible parenthood, the right of individuals and couples to decide on childbearing, and promotes gender equality and human rights.

By supporting a stable replacement fertility rate and addressing regional and demographic disparities in birth rates, the amendment is expected to contribute to the nation’s long-term demographic stability.

A Milestone in Governance Reform

Taken together, these legislative instruments mark a transformative phase in Vietnam’s legal and administrative landscape. They are intended to align national governance with the goals of institutional efficiency, socio-political stability, and sustainable development, paving the way for a more streamlined and resilient administrative system in the years ahead.
