Shavkat Mirziyoyev Reviews Urban Development and Public Transport Projects in Tashkent

Tashkent, June 17, 2025 – The Europe Today: President of the Republic of Uzbekistan Shavkat Mirziyoyev chaired a comprehensive presentation on June 16 to review major construction and public transport development projects planned for implementation in the capital city of Tashkent.

Amid the country’s steadily rising investment appeal, urban development in Tashkent has significantly accelerated. Ongoing efforts include the construction of multi-storey residential buildings, hotels, business centres, and cultural and sports facilities, all contributing to the city’s expanding infrastructure and economic capacity. A major undertaking — the construction of “New Tashkent” — is also underway, aimed at forming a unified, modern metropolis together with the existing urban area.

Emphasis on Quality, Safety, and Scientific Approach

During the meeting, President Mirziyoyev reiterated the importance of ensuring quality and safety in all large-scale and long-term construction initiatives. He referred to the earlier high-level meeting held on May 13, which stressed the need to adopt a scientific approach and modern standards in the construction sector.

At the presentation, updates were provided on measures taken to meet these goals. Compliance of new high-rise structures with updated safety norms was reviewed, involving technical assessments from approximately ten specialized institutions, including the UzGASHKLITI, the Institute of Seismology of the Academy of Sciences, the Main Department for Emergency Situations, and other health and safety agencies. According to the new regulations, buildings must be designed to withstand seismic activity of no less than magnitude nine on the Richter scale. Comprehensive expert evaluations will be conducted for each project.

Infrastructure Upgrades for Energy and Water Supply

To support the expanding number of high-rise buildings and new urban complexes, major upgrades to the utility infrastructure are planned. In the Chilanzar district, a new 160-megawatt substation will be built to ensure reliable power supply to future development sites while minimizing strain on existing networks.

Furthermore, a water reservoir with a 20,000-cubic-meter capacity will be constructed in Chilanzar, benefiting residents in the Chilanzar, Shaykhantakhur, and Uchtepa districts. The project is expected to significantly reduce energy consumption, saving approximately 8,000 kilowatt-hours of electricity per day.

Facilities for International Events

In response to Tashkent’s growing role as a host city for international forums, business events, and exhibitions, construction of specialized facilities is also planned. One such project is the Central Asian Expo Uzbekistan (CAEx) complex, where new meeting rooms will be developed to accommodate global conferences.

Metro Expansion and Urban Mobility

Public transport remains a critical component of Tashkent’s urban planning strategy. Efforts continue to expand both bus routes and the city’s metro system. Notably, the Tashkent metro is set for further expansion, including the extension of the Chilanzar line in two phases. The first phase will extend the line above ground from Pushkin Station to the Tashkent Ring Road. The second phase will involve underground construction from the Ring Road to the central bus station in the TTP residential area. Importantly, construction beneath the Ring Road will proceed without disrupting surface traffic. The completed line is projected to serve up to 85,000 passengers daily.

A separate high-capacity metro line is also planned to connect Tashkent with the emerging city of New Tashkent. Beginning at the “Dustlik” metro station, the new 21-kilometre route will include nine stations and is expected to accommodate up to 230,000 daily passengers.

President’s Directives

Following the presentations, President Mirziyoyev issued several directives aimed at enhancing construction quality, fostering a culture of building excellence, and ensuring that all development projects prioritize public convenience and safety. These initiatives form part of Uzbekistan’s broader vision to build a sustainable, dynamic, and people-centric urban environment in its capital.
