Tô Lâm Urges Public Security Force to Safeguard Stability and Support National Development Goals

Hanoi, June 20, 2025 – The Europe Today: Party General Secretary Tô Lâm has called on the People’s Public Security force to play a pivotal role in firmly maintaining national security and social order, thereby ensuring a peaceful and stable environment that allows the entire Party, people, and armed forces to focus on fulfilling the strategic objectives set by the Communist Party of Vietnam.

The directive was delivered during the mid-year conference of the Central Public Security Party Committee held on Thursday. General Secretary Tô Lâm, who is also a member of the Standing Board of the Committee, addressed the event, which was chaired by General Lương Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, and Minister of Public Security.

Also in attendance were State President Lương Cường and Prime Minister Phạm Minh Chính, both Politburo members and members of the Committee’s Standing Board.

In his speech, the Party chief emphasized the critical role of the People’s Public Security force in guiding and facilitating the country’s transformation in the current revolutionary phase. He urged the Central Public Security Party Committee to continue raising awareness across all levels of the force about their responsibilities in safeguarding national security and public order.

General Secretary Lâm instructed the Committee to bolster measures that ensure internal stability and to continue supporting all sectors, local authorities, businesses, and the population in executing the Party’s strategic resolutions. He also underlined the need for policies that care for those who have contributed to national security and public safety, and to provide adequate support to officers affected by the ongoing restructuring of the public security apparatus.

Special attention, he said, should be given to initiatives aimed at eliminating temporary and substandard housing for the poor and those in difficult living conditions, as part of broader efforts to enhance social welfare and solidarity.

The Party leader also stressed the importance of comprehensive preparations for the upcoming 8th Congress of the Central Public Security Party Organisation, underscoring the need for congress documents to serve as a strategic guide for developing a strong and modern People’s Public Security force that meets the demands of the new era and is worthy of the trust of the Party, the State, and the people.

A report presented by the Committee’s Standing Board highlighted key achievements in the first half of 2025, including progress in streamlining and restructuring a leaner and more effective public security apparatus. The report noted the successful consolidation of the three-tier public security model and the smooth assumption of new responsibilities transferred from other ministries and sectors—achievements that mark a significant step toward establishing a more unified and efficient operational structure.
