Russia and Turkmenistan to Establish Joint University under New Intergovernmental Agreement

Ashgabat, June 27, 2025 – The Europe Today: Russia and Turkmenistan are set to deepen educational and humanitarian cooperation through the creation of a joint university, Russian Foreign Minister Sergey Lavrov announced during a speech at the Institute of International Relations of Turkmenistan’s Foreign Ministry.

According to Russian state news agency TASS, Lavrov stated, “In the near future, we plan to implement a major project to create a Russian-Turkmen university. Today, my colleague and friend Rashid Meredov and I discussed the progress of preparations for this intergovernmental agreement.”

Lavrov underlined the strategic significance of humanitarian ties in Russia-Turkmenistan relations, expressing appreciation for Turkmenistan’s sustained interest in Russian language, literature, and culture. He specifically highlighted the enduring popularity of the Russian Drama Theater in Ashgabat and the success of the joint Pushkin School initiative.

“In Russia, the Turkmen language is studied at universities and at a specialized school in the Astrakhan region, where a significant Turkmen diaspora resides,” Lavrov noted.

Lavrov arrived in Ashgabat on Wednesday for an official visit, during which he held a meeting with President of Turkmenistan Serdar Berdimuhamedov and conducted in-depth talks with Turkmen Foreign Minister Rashid Meredov.

The planned establishment of a Russian-Turkmen university is expected to further cement the robust educational, cultural, and diplomatic partnership between the two countries.
