Ashgabat, June 29, 2025 – The Europe Today: Turkmenistan’s Cabinet of Ministers is set to implement a regulatory framework and licensing procedures for non-state higher education institutions, as part of the country’s efforts to strengthen and modernize its education sector.
During a regular online Cabinet meeting held on Friday, Deputy Chairman of the Cabinet of Ministers Hojamyrat Geldimyradov presented a report to President Serdar Berdimuhamedov detailing the proposed licensing measures. The initiative, jointly developed by the Ministry of Education and the Ministry of Finance and Economy, recommends including “Higher Professional Education” and “Postgraduate Professional Education” in the list of activities subject to licensing, in accordance with the State Classifier of Economic Activities.
Following the presentation, President Berdimuhamedov approved the proposal, underscoring the national priority placed on the development and improvement of the education system. He instructed Deputy Chairman Geldimyradov to carry out the required measures to implement the licensing regime effectively.
As part of the same meeting, President Berdimuhamedov signed a decree establishing the International University of Industrialists and Entrepreneurs, further signaling Turkmenistan’s commitment to expanding educational opportunities and fostering innovation in professional training.
