HCM City, June 30, 2025 – The Europe Today: Party General Secretary Tô Lâm on Sunday emphasized the imperative of faster and better service to the people while inspecting the implementation of the two-tier local administration model in Xuân Hoà Ward and Tân Vĩnh Lộc Commune in Ho Chi Minh City.
Xuân Hoà Ward was recently formed through the merger of Võ Thị Sáu Ward and part of Residential Area 3 of Ward 4 in District 3, while Tân Vĩnh Lộc Commune was established following the consolidation of Vĩnh Lộc B Commune, part of Phạm Văn Hai Commune, and part of Tân Tạo Ward in Bình Tân District.
During his visit, General Secretary Lâm toured the Public Administrative Service Centres in both localities, where he assessed the layout of facilities, readiness of equipment and personnel, and the accessibility of administrative procedure guidance for residents. These preparations are being made ahead of the official launch of the new administrative structure, scheduled for July 1, 2025.
Describing the reform as part of a broader drive toward rapid and sustainable national development, the Party chief said it seeks to enhance people’s quality of life through the establishment of a streamlined, effective, and efficient administrative apparatus. The reform marks a transition from passive management to proactive and intelligent governance—placing citizens at the heart of service delivery while enabling the effective implementation of the Party’s policies.
He instructed local authorities to swiftly stabilise the new administrative structures, prevent operational disruptions, and uphold a strong sense of unity. Officials and civil servants, he stressed, must be evaluated based on their commitment and ability to serve the people.
Highlighting the importance of Party building, General Secretary Lâm urged the Party organisations and authorities of Xuân Hoà to clearly define their development strategy and strive to turn the ward into a model for modern, effective urban governance.
He also emphasized maintaining political security, public order, and social stability, urging local administrations to remain vigilant, anticipate potential challenges, and take early action to address emerging issues.
Breakthroughs in administrative reform and digital transformation were identified as crucial, with the Party leader calling for accelerated data integration to ensure that public services are delivered swiftly, transparently, and conveniently.
Acknowledging the complexities of the restructuring process, General Secretary Lâm called on the entire political system to unite and exert maximum effort to overcome challenges and fulfill assigned tasks in service of the city’s and the nation’s development goals.
On the same day, the Party chief paid tribute to late Party General Secretary Nguyễn Văn Linh on the occasion of his 110th birth anniversary (July 1, 1915 – 2025), honoring his enduring contributions to the Vietnamese revolutionary cause.
