PM Chính Chairs Government Meeting and Nationwide Teleconference to Advance Key Reforms and Economic Goals

Hanoi, July 4, 2025 – The Europe Today: Prime Minister Phạm Minh Chính on Thursday presided over the Government’s regular meeting and chaired the first nationwide teleconference with local authorities, marking a significant milestone in administrative reform with the launch of the new two-tier local government model.

In his opening remarks, Prime Minister Chính noted that Vietnam had reached the midpoint of 2025 amid an increasingly complex and challenging global landscape, characterised by heightened protectionism, intensifying major-power rivalries, regional tensions, and disrupted supply chains. He pointed out that the United States had imposed broad retaliatory tariffs, including on Vietnam, while global economic recovery remained sluggish.

Despite these external headwinds, the Prime Minister highlighted the encouraging performance of Vietnam’s socio-economic landscape in the first half of the year, with positive month-on-month and quarter-on-quarter growth recorded across key sectors. He attributed these achievements to the steadfast leadership of the Communist Party of Vietnam, particularly General Secretary Tô Lâm, and the Government’s flexible and adaptive management approach.

PM Chính outlined eight strategic tasks for the remainder of the year. These include the effective implementation of the two-tier local government model, targeting an ambitious GDP growth rate of 8 per cent, diversifying export markets and supply chains, and advancing tax negotiations with the United States. Other key priorities include the rollout of the Politburo’s four institutional pillars, supporting the ongoing 9th session of the National Assembly, preparing for the 14th National Party Congress, and expediting a national campaign to eliminate makeshift and substandard housing.

The Prime Minister stressed that the Government’s efforts had contributed to maintaining macro-economic stability, controlling inflation, and ensuring that public debt and budget deficits remained within safe thresholds. He noted that agriculture, industry, and services sectors all experienced positive growth. Furthermore, significant progress had been made in public service delivery, social welfare, and cultural development. Living standards have improved, national security has been safeguarded, and active foreign affairs have helped secure a stable and favourable environment for continued development.

Nevertheless, PM Chính acknowledged that various persistent challenges remain. He urged ministries, sectors, and localities to remain vigilant and proactive in addressing these issues during the second half of the year. He called on cabinet members and local leaders to comprehensively assess the socio-economic situation, with special focus on accelerating public investment disbursement and the implementation of national target programmes.

Participants in the meeting examined domestic and international factors influencing Việt Nam’s development trajectory, reviewed the Government’s and ministries’ policy responses, and drew lessons from the first six months of the year. The Prime Minister also requested proposals to stabilise administrative operations across all levels of government and to identify specific measures necessary to attain the 8 per cent GDP growth goal.

PM Chính emphasised the need for robust policy actions in areas such as public expenditure, trade, investment, and monetary management. He also called for the expedited execution of national target programmes, alongside enhanced focus on cultural, social, environmental, defence, and diplomatic efforts.

During the meeting, delegates reviewed key reports and indicators, including the six-month socio-economic report, state budget performance, progress on implementing the Government’s resolutions on socio-economic development, public investment disbursement, national target programmes, the business environment and competitiveness enhancement, and ongoing administrative reforms.
