Prime Minister Chính Emphasizes People-Centered Reforms

An Giang, July 22, 2025 – The Europe Today: During an official inspection on Monday of the two-tier local administrative systems and public administrative service centres in Thới Sơn Ward (An Giang Province) and Mỹ Hiệp Commune (Đồng Tháp Province), Vietnamese Prime Minister Phạm Minh Chính reaffirmed the government’s commitment to ensuring that administrative restructuring must never compromise the material or spiritual welfare of the people.

In Thới Sơn Ward, a border locality adjacent to Cambodia, Prime Minister Chính acknowledged the smooth functioning of the newly established public administrative service centre over the past two weeks. However, he directed authorities to conduct a thorough assessment of operations, address existing challenges, and resolve any outstanding issues to improve service delivery further.

The Prime Minister reiterated the government’s policy of transforming the administrative system from a management-based approach to a facilitating one that prioritises service to the people. He stressed that public services must be delivered in the most convenient manner, reducing procedural costs, cutting unnecessary production and business expenses, and eliminating bureaucratic red tape and corrupt practices.

Highlighting the need for proactive adaptation to emerging circumstances, PM Chính called for the stabilisation of local operations, effective preparations for upcoming Party congresses at all levels, and the rational reorganisation of human resources, focusing on capable and dedicated officials who are committed to serving the public interest.

Addressing socio-economic goals, he urged An Giang Province to strive for economic growth of over 8 per cent, with emphasis on boosting public investment, stimulating domestic consumption, expanding export markets, and enhancing market diversification strategies.

He also stressed the importance of inclusive social welfare policies, ensuring that “no one is left behind.” This includes eradicating hunger, improving access to healthcare, and reorganising educational and medical infrastructure in a manner that reflects community needs.

As a border region, Thới Sơn was urged to maintain peace and security, strengthen cross-border cooperation, and facilitate safe and seamless movement and economic exchanges. The Prime Minister called for stronger community engagement to prevent the influence of hostile forces and maintain public order.

In Mỹ Hiệp Commune, PM Chính held a meeting with local officials where he encouraged more flexible arrangements in service delivery — including location and operating hours — and urged the integration of digital solutions. He also advocated for the mobilisation of community digital transformation teams, including youth and students, to assist residents and businesses in administrative matters.

He instructed Mỹ Hiệp and all other communes in Đồng Tháp Province to ensure that administrative procedures are swift and efficient, promoting equitable access to essential services like healthcare and education. The Prime Minister cautioned against reliance on central-level support and called for creative, locally adapted applications of Party and State policies.

Additionally, he demanded the timely completion of administrative restructuring and the proper allocation of officials, public servants, and employees based on job function and performance.

To contribute to the national economic target of 8.3–8.5 per cent growth in 2025 and sustain double-digit expansion thereafter, PM Chính called for intensified efforts to accelerate socio-economic development, marking a new era of national prosperity.

On the occasion of the 78th anniversary of War Invalids and Martyrs’ Day, Prime Minister Phạm Minh Chính also presented gifts to families benefiting from State welfare policies in Mỹ Hiệp Commune, reaffirming the government’s enduring gratitude for their sacrifices.
