Baku, July 31, 2025 – The Europe Today: A high-level Azerbaijani delegation led by Zaur Aliyev, Chairman of the Board of the State Agency on Mandatory Health Insurance, conducted an official visit to Singapore to explore avenues of cooperation and exchange experiences in healthcare policy, financing, and digital innovation.
During the visit, the Azerbaijani delegation held a key meeting with Dr. Koh Poh Koon, Singapore’s Senior Minister of State for Health and Manpower. Zaur Aliyev provided a detailed overview of Azerbaijan’s healthcare reforms, focusing on the implementation of the country’s mandatory health insurance system, which guarantees universal access to medical services regardless of income.
Senior Minister Koh expressed appreciation for Azerbaijan’s interest in Singapore’s healthcare model and shared insights into Singapore’s advancements in health policy development, regulation, healthcare financing, and the integration of digital health solutions.
The delegation also held discussions with Mei Peng Tan, Senior Deputy Director of the Central Provident Fund (CPF) Board, who briefed them on Singapore’s key healthcare financing schemes, including MediSave, MediShield Life, and MediFund, which are designed to support citizens in covering medical expenses.
As part of the visit, the delegation toured the Synapxe HealthTech Agency under Singapore’s Ministry of Health. Discussions focused on Synapxe’s role in developing digital health infrastructure, delivering patient-centered IT systems, enhancing information security, and supporting the national goal of building a resilient and tech-enabled health ecosystem.
In addition to his official capacity, Zaur Aliyev, who also serves as President of the Azerbaijan Swimming Federation (ASF), participated in the World Aquatics Congress held in Singapore, underscoring Azerbaijan’s active engagement in both health and international sports affairs.
The visit reflects Azerbaijan’s commitment to learning from global best practices and enhancing the efficiency, inclusiveness, and technological capabilities of its national healthcare system.
