Hanoi, August 25, 2025 – The Europe Today: Prime Minister Pham Minh Chinh has issued an official dispatch urging ministries, government agencies, and local authorities to intensify efforts to ensure security, public order, social safety, environmental sanitation, and healthcare during the upcoming celebrations marking the 80th anniversary of National Day (September 2, 1945 – 2025).
According to the directive, these measures aim to guarantee that citizens nationwide can safely and joyfully participate in commemorative activities for this significant national occasion.
Ministers, heads of government agencies, and chairpersons of provincial and municipal People’s Committees have been instructed to strictly implement the guidance of the Central Steering Committee for the commemoration of major anniversaries and significant historical events, as well as the Prime Minister’s Official Dispatch No. 139/CD-TTg dated August 21, 2025, on reinforcing security during the holiday. Authorities must maintain duty shifts to ensure timely, effective, and flexible responses, particularly in addressing any unexpected or complex situations.
The Ministry of Public Security and the Ministry of National Defence have been tasked with enhancing patrols, safeguarding venues nationwide, ensuring cybersecurity, curbing harmful online content, and preventing any attempts to exploit the celebrations to disrupt order or threaten public safety.
The Ministry of Health, in coordination with relevant agencies and localities, will oversee healthcare, disease control, food safety, and sanitation. Emergency response teams will be on standby, and regular inspections will be conducted at all event sites.
The Prime Minister also requested the Hà Nội municipal People’s Committee to ensure adequate restrooms, waste collection, and sanitation capacity to maintain a clean environment. The city is to raise public awareness on hygiene and arrange shaded rest areas, while providing free bread, drinking water, and umbrellas at public gathering sites.
The Ministry of Agriculture and Environment has been directed to work with ministries, sectors, and localities to guarantee environmental cleanliness at crowded venues, particularly during parades, performances, and fireworks displays. Meanwhile, the Ministry of Construction will guide inspections of the safety and load capacity of stages, stands, gathering areas, and transportation facilities to protect public health and ensure traffic safety.
The Prime Minister further called on citizens nationwide to comply with laws on traffic safety, fire prevention, environmental protection, and public sanitation, and to avoid overcrowding or jostling so as to ensure an orderly and festive atmosphere.
Ministries, agencies, and localities are required to submit daily reports on the security and public order situation in their respective areas to the Prime Minister through the Government Office before 5 p.m. The Government Office will monitor and oversee the effective implementation of the directive.
