Hanoi, August 29, 2025 – The Europe Today: Prime Minister Phạm Minh Chính has authored an article titled “The Government under the leadership of the Party: 80 years of service to the nation and the people”, reflecting on the Government’s historic journey since its establishment in 1945, its major achievements, and its strategic direction for the future.
In the article, the Prime Minister recalled the Government’s formation following the August Revolution and President Hồ Chí Minh’s Declaration of Independence on September 2, 1945. Under the leadership of the Communist Party of Vietnam and President Hồ, the Government worked alongside the political system, the people, and the armed forces to overcome immense challenges, harness national unity, and secure historic victories.
He underlined decisive leadership during the resistance wars against colonialism and imperialism, which led to milestones such as the Điện Biên Phủ Victory of 1954, the Geneva Accords, the 1973 Paris Agreement, and the Spring Offensive of 1975 that achieved national reunification. After reunification, the Government guided reconstruction, economic recovery, defence of national sovereignty, and fulfilled international obligations.
Chính highlighted the transformative impact of the Đổi mới (Renewal) reforms introduced in the late 20th century. These policies revitalised agriculture and state industries, turning Vietnam from a food-deficit nation into one of the world’s leading rice exporters, while setting the course toward a socialist-oriented market economy.
He also underscored Vietnam’s achievements in international integration, noting its membership in the United Nations, ASEAN, and a wide range of free trade agreements. The country has built relations with nearly 200 nations, including strategic or comprehensive partnerships with 38 countries—among them all five permanent members of the UN Security Council. Today, Vietnam ranks among the world’s top 20 trading economies and has become an attractive destination for foreign investment.
At home, the Government has advanced poverty reduction, social security, and living standards, making Vietnam a global success story in achieving the UN Millennium Development Goals. It has also reinforced national defence and security, while contributing to international peacekeeping efforts.
Looking ahead, Prime Minister Chính reaffirmed the Government’s determination to build a “development-oriented, transparent, and action-driven administration that serves the people.” Structural reforms, decentralisation, and governance efficiency are being prioritised alongside major infrastructure projects, including expressways, airports, seaports, and high-speed rail. The agenda also emphasises science, technology, digital transformation, education, healthcare, and environmental protection, with a pledge to ensure inclusive growth so that no one is left behind.
The Prime Minister set ambitious targets, including GDP growth of more than 8 percent in 2025, and an average of 10 percent or higher in the subsequent period. He stressed the enduring lessons of governance over the past 80 years: upholding national independence and socialism, putting the people at the centre, strengthening unity, combining domestic strength with global opportunities, and maintaining the decisive leadership of the Party.
Concluding his reflections, Prime Minister Chính wrote that throughout eight decades, the Government has demonstrated determination, resilience, and aspiration. Under the Party’s leadership, with the unity of the people and armed forces, it will continue to serve the nation, striving towards prosperity, happiness, and a stronger global role for Vietnam.
