Romania Hosts High-Level EU Talks on Black Sea Security and Strategic Cooperation

Bucharest, September 02, 2025 – The Europe Today: Romania’s Foreign Minister Oana Țoiu on Monday received the President of the European Commission, Ursula von der Leyen, and European Commissioner Andrius Kubilius. The visit followed a previous working meeting held in Rome with Mihai Jurca.

The meeting was also attended by President Nicușor Dan, Minister of Defence Ionuț Moșteanu, as well as teams of military experts and diplomats. Discussions centered on Romania’s strategic role within the European Union and NATO in safeguarding Black Sea security and protecting vital commercial routes. Participants underscored the need for a forward-looking approach to NATO’s regional presence, stressing its significance not only for the EU but also for the economies of neighboring states.

Special attention was given to the geostrategic importance of the Port of Constanța as a key commercial and military logistics hub. Romania presented its proposal to establish a Black Sea Maritime Security Hub in Constanța, emphasizing the necessity of securing its inclusion in the future EU budget. The initiative also envisages enhanced cooperation with Bulgaria under the Black Sea framework.

The Romanian side further highlighted the critical importance of ensuring access to financing at sustainable costs for both current and future needs. Talks included the financing of infrastructure projects aimed at strengthening military mobility, with dual-use benefits for civilian purposes. Such projects, listed under the SAFE funding proposals, are expected to bolster economic growth, with final decisions anticipated later this year.
