Hanoi, September 10, 2025 – The Europe Today: The National Assembly (NA), in coordination with the Party Central Committee’s Commission for Information, Education, and Mass Mobilisation and the Hồ Chí Minh National Academy of Politics, on Tuesday held a national scientific conference themed “The National Assembly of Vietnam – 80 Years of Formation and Development.”
In his opening address, Politburo member and NA Chairman Trần Thanh Mẫn recalled that in recent times, the NA Party Committee has collaborated with relevant agencies to organise numerous meaningful activities to celebrate the 80th anniversary of the first general election, held on January 6, 1946, to elect NA deputies.
Looking back over the past eight decades—from the National Congress in Tân Trào, the forerunner of the NA, to the first legislature and its subsequent 15 terms—Chairman Mẫn stressed that the Assembly has always accompanied the nation, making decisions on critical national issues in accordance with the will and aspirations of the people.
He noted that the NA has fulfilled its constitutional, legislative, oversight, and decision-making functions, adopting five constitutions, 567 laws, 236 ordinances, and thousands of resolutions. These legal foundations have played a pivotal role in fostering socio-economic and cultural development, consolidating the political system, fighting corruption and wastefulness, safeguarding defence and security, advancing diplomacy, and protecting human rights and citizens’ basic rights and obligations.
Parliamentary oversight, Mẫn emphasised, has been continuously renewed and strengthened. For the first time, the NA Standing Committee held a Parliamentary Forum on Oversight Activities, focusing on urgent real-life issues to meet public expectations and ensure the enforcement of the Constitution, laws, and NA resolutions.
He further underlined that parliamentary diplomacy has expanded significantly, deepening international cooperation and enhancing Việt Nam’s global standing while promoting the country’s land, people, and unique culture.
Highlighting recent legislative achievements, Chairman Mẫn said that at its eighth and ninth sessions, along with an extraordinary ninth session, the 15th NA undertook an exceptionally heavy legislative workload of historic significance. With strong renewal in both thinking and law-making, the Assembly adopted landmark decisions on institutional reform and political system organisation, ensuring coherence, efficiency, and effectiveness while remaining close to the people.
Notably, he pointed out, the NA unanimously passed a resolution amending and supplementing certain articles of the Constitution of the Socialist Republic of Việt Nam.
Chairman Mẫn reaffirmed the nation’s determination to achieve its strategic development goals—becoming a developing country with modern industry and upper-middle income by 2030, and a developed, high-income country by 2045.
“National realities are posing urgent issues requiring solutions. People are anticipating and placing high expectations on the decisions of the Party and State,” he stressed, calling on the legislature to continue comprehensive reforms by innovating its mindset and working methods, and by enhancing its legislative, oversight, and decision-making capacities.
He underlined that reviewing 80 years of the NA’s organisational reforms, identifying both achievements and shortcomings, and putting forward solutions for further innovation are essential for the Assembly to continue advancing in the new era.
Quoting Party General Secretary Tô Lâm, Chairman Mẫn concluded that the NA must “take the lead in institutional development; dare to chart new paths, amend existing ones, and decide on difficult, unprecedented issues.”
