Rwandan President Paul Kagame Visits “ASAN Khidmet” Center in Azerbaijan

Baku, September 21, 2025 — The Europe Today: On September 20, President of Rwanda Paul Kagame visited the “ASAN Khidmet” center in Baku to gain first-hand insight into its operations and innovative service model.

Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations under the President of Azerbaijan, briefed President Kagame on the establishment of the “ASAN Khidmet” centers, an initiative of President Ilham Aliyev, and highlighted the projects implemented in the field of social innovations.

A presentation on the “ASAN Khidmet” model was delivered to the Rwandan leader. Recognized as Azerbaijan’s national brand and an intellectual product, the ASAN model has been exported through agreements with more than 30 countries and international organizations.

The United Nations has acknowledged “ASAN Khidmet” as one of the world’s best public service models and actively promotes it across four continents.

Cooperation between Azerbaijan and Rwanda on sharing the ASAN experience was initiated following the meeting between President Ilham Aliyev and President Paul Kagame during the latter’s visit to Baku in November 2024 to attend COP29.

Building on this engagement, a Memorandum of Understanding was signed in June 2025 between the State Agency for Public Service and Social Innovations and the relevant Rwandan institution to strengthen collaboration in public service delivery and social innovation.
