Baku hosts 3rd Security Forum on prevention of humanitarian crises and global disasters

Baku, September 22, 2025 — The Europe Today: The 3rd Security Forum, themed “Interaction of security agencies in prevention of humanitarian crisis and global human-induced disasters during terror acts and armed conflicts,” was held in Baku on Sunday with the participation of heads and senior representatives of special service agencies from around 90 countries. The event was organized by the State Security Service of the Republic of Azerbaijan (SSS).

The forum opened with the reading of an address by President of the Republic of Azerbaijan Ilham Aliyev to the participants, followed by a thematic video presentation.

In his opening remarks, Chief of the State Security Service, Colonel-General Ali Naghiyev, welcomed participants to Baku and underlined that the forum, initiated by President Ilham Aliyev and held annually, has grown into an important platform for dialogue among security agencies worldwide. He noted the increasing number of participating states each year as a testament to the forum’s global significance.

Naghiyev highlighted the critical role of special service agencies in preventing terrorist attacks, armed conflicts, man-made accidents, and ecological disasters. He stressed the importance of adopting a comprehensive approach and enhancing coordination between security institutions and relevant agencies during humanitarian crises arising from such threats.

The event continued with addresses from international representatives of special service agencies, who emphasized confidence that the Baku Security Forum would contribute significantly to strengthening international and regional security, advancing operational diplomacy, and fostering bilateral and multilateral cooperation.

The forum concluded with the adoption of the Declaration and Statute of the Baku Security Forum by the heads of delegations.
