Vietnam Sets Ambitious Plan to Expand Global Diplomatic Presence

Hanoi, September 29, 2025 – The Europe Today: Vietnam has unveiled an ambitious strategy to expand its diplomatic network, aiming to establish around 115 overseas missions by 2030 and increase the figure to 150 by 2045, in line with the country’s long-term vision of strengthening its international role.

The initiative, set out in a new government resolution, seeks to modernise and professionalise Vietnam’s diplomatic sector as the nation advances its global standing. Diplomacy is identified as a “pioneering force” in implementing the Party’s and State’s foreign policy during a new era of national development.

A central element of the plan is the development of a capable and competitive foreign service, with improved remuneration packages for overseas personnel to match standards within ASEAN and other comparably developed countries.

The resolution defines six key tasks and solutions, including:

  • streamlining processes and improving administrative efficiency,
  • enhancing the quality of diplomatic personnel at both central and local levels,
  • creating mechanisms to develop a pool of experts in priority areas of foreign affairs,
  • establishing a unified visual identity and motto for use across all missions,
  • promoting digital communication to raise awareness of Vietnamese diplomacy’s history, traditions, and achievements,
  • and strengthening legal frameworks and operational mechanisms governing treaty-making and international agreements.

The Ministry of Foreign Affairs has been tasked with accelerating digital transformation, while reforms will focus on simplifying procedures and boosting the sector’s adaptability.

Officials stressed that the strategy reflects Vietnam’s determination to align its diplomatic capacity with its broader national objectives, ensuring that its external relations continue to play a central role in supporting growth, security, and international cooperation.
