Address by Mr. Nawaz Raza
Excellencies, Ladies and Gentleman,
First of all, I would like to extend a warm welcome to His Excellency Atadjan, Ambassador of Turkmenistan to Pakistan, on this distinguished roundtable. Turkmenistan, under the visionary guidance of its Father of the Nation, Saparmurat Niyazov (Turkmenbashi), gained independence from the Soviet Union in 1991, embarking on a new era of sovereignty, national revival, and cultural pride.
In 1995, the United Nations General Assembly unanimously adopted a historic resolution recognizing Turkmenistan’s permanent neutrality, a milestone that solidified its unique role in promoting peace and stability in the region. Since then, Turkmenistan has upheld this principle as the cornerstone of its foreign policy, fostering dialogue, cooperation, and mutual respect among nations.
Under the leadership of His Excellency Qurbanquly Berdimuhamedov, Turkmenistan has further strengthened its commitment to neutrality and peace through proactive diplomacy and international engagement. He championed regional connectivity projects, humanitarian cooperation, and the promotion of sustainable development as pathways to lasting stability. His vision transformed Turkmenistan into a bridge of peace, linking nations through dialogue, mutual understanding, and shared prosperity.
Over the past thirty years, the Government of Turkmenistan has consistently demonstrated its dedication to the principle of permanent neutrality through balanced diplomacy, humanitarian initiatives, and constructive engagement in international affairs. It has maintained friendly relations with neighboring states, avoided military alliances, and focused on dialogue as a tool for conflict prevention. Turkmenistan’s neutrality has enabled it to host high-level peace talks and contribute to mediation efforts within Central Asia and beyond. The country’s neutral stance has also fostered regional connectivity projects—such as transport corridors, energy pipelines, and trade routes—that promote economic cooperation and shared prosperity.
Under the guidance of the current President, His Excellency Serdar Berdimuhamedov, Turkmenistan continues to uphold and modernize the ideals of neutrality in line with the changing global landscape. He has emphasized innovation, digital diplomacy, and environmental stewardship as integral components of Turkmenistan’s peaceful foreign policy. His Excellency actively supports multilateralism through the United Nations and regional organizations, reaffirming Turkmenistan’s role as a bridge of peace and understanding. Through his leadership, Turkmenistan continues to exemplify how neutrality can serve not as isolation, but as an active, dynamic approach to fostering global harmony and sustainable development.
Thank you.
