IslamabadOctober 29, 2025 – The Europe Today: The Gulf Observer and The Gulf Observer Research Forum and the Embassy of the Republic of Turkmenistan in Pakistan, organized a Round Table Conference at the National Language Promotion Department (NLPD), Islamabad, on 28th October, 2025 to commemorate the 30th Anniversary of Turkmenistan’s Permanent Neutrality — a cornerstone of Turkmenistan’s foreign policy and a beacon of peace, dialogue, and cooperation in the modern world. Good Afternoon – Respected and Honorable Members,

It is a great pleasure to speak on the neutrality of Turkmenistan in the Year of Peace and Trust. The true value of peace and neutrality can only be appreciated by those whose hearts are as pure as the white marble city of Ashgabat itself.

In this era of globalization, cooperation among nations has become inevitable. Turkmenistan stands as a shining example of neutrality, choosing dialogue over division and peace over participation in conflicts. Its steadfast commitment to neutrality reflects the nation’s deep understanding of the importance of harmony and mutual respect.

Today, when strategic alliances are rapidly expanding and the world hears frequent news of an arms race, Turkmenistan emerges as a beacon of humanity — a light of hope and cooperation.

Geographically, Turkmenistan is situated between Afghanistan and Iran — one often entangled in the “Great Game” and the other a center of geopolitical interest. Yet, despite being surrounded by such complexities, Turkmenistan has maintained its neutral stance, avoiding involvement in any conflict. More importantly, it has played a vital mediating role in regional peace efforts.

Whether through its active participation in the Inter-Tajik Peace Talks or by providing institutional platforms for dialogue such as hosting the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA), Turkmenistan has exemplified the spirit of constructive engagement.

By leveraging its neutrality, Turkmenistan’s preventive diplomacy serves as an early warning system — using calm dialogue and structured mechanisms to extinguish sparks of disagreement before they turn into regional fires. It represents the art of nurturing fragile peace through proactive engagement, ensuring that negotiation always precedes confrontation.
