Washington, D.C., November 08, 2025 – The Europe Today: U.S. President Donald J. Trump and President of Kazakhstan Kassym-Jomart Tokayev reaffirmed their commitment to advancing the Enhanced Strategic Partnership Dialogue between the two nations during a meeting held on November 6, 2025, the U.S. Department of State announced.
According to the State Department, the discussions underscored the growing momentum in U.S.–Kazakhstan relations, highlighting a series of landmark commercial agreements across key sectors such as critical minerals, transportation, artificial intelligence, and information technology.
Historic Commercial Agreements
President Trump and President Tokayev celebrated the signing of multi-billion-dollar deals that are expected to generate thousands of jobs for American workers while supporting Kazakhstan’s economic modernization. These include:
- The procurement of $7 billion worth of Boeing 787-9 widebody aircraft for Air Astana, strengthening Kazakhstan’s aviation sector.
- A $4.2 billion locomotive order from U.S. firm Wabtec—the largest rail equipment deal in history.
- $3–5 billion in agricultural machinery purchases from John Deere to boost Kazakhstan’s agricultural productivity.
- A $1.1 billion tungsten mining and processing plant agreement between Cove Capital and the Government of Kazakhstan.
- A $200 million contract with Leidos to modernize Kazakhstan’s national air traffic management system.
- Technology partnerships valued at up to $3.7 billion between Kazakhstan’s Ministry of Artificial Intelligence and Digital Development and leading U.S. firms, including NVIDIA, HP, Cisco, GDA, Joby Aero Inc., Oracle, and Starlink.
- A $250 million strategic cooperation agreement between the National Bank of Kazakhstan, its “National Investment Corporation,” and Cerberus Capital Management to establish a private equity investment program.
Investing in Future Generations
Both leaders emphasized the importance of investing in youth, education, and cultural cooperation. President Trump welcomed Kazakhstan’s contribution to the Kennedy Center, aimed at fostering arts and cultural exchanges between the two nations. The sides also agreed to expand collaboration on cultural heritage preservation through partnerships involving the Smithsonian Institution, the Union of Artisans of Kazakhstan, and the newly established Kazakhstan Cultural Heritage Fund.
Furthermore, the United States and Kazakhstan intend to pursue bilateral research and cultural heritage initiatives under the U.S. Ambassadors Fund for Cultural Preservation program.
Strengthening Global Partnerships
In a historic move, Kazakhstan became the first nation during President Trump’s second term to join the Abraham Accords, marking a significant step in advancing peace and prosperity across regions. The two countries plan to hold an official signing ceremony to commemorate this milestone.
Expanding Critical Minerals Cooperation
U.S. Commerce Secretary Lutnick and Kazakhstan’s Minister of Industry and Construction Yersayin Nagaspayev signed a Memorandum of Understanding on critical minerals cooperation, aimed at fostering transparent and resilient supply chains for essential resources that drive global innovation.
The meeting reaffirmed the United States’ and Kazakhstan’s shared commitment to strategic cooperation, economic growth, and the strengthening of bilateral relations across diverse spheres.
