Azerbaijan Summons Russian Ambassador Over Missile Strike Near Embassy in Kyiv

BakuNovember 15, 2025 – The Europe Today: On 14 November 2025, Mikhail Yevdokimov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Azerbaijan, was summoned to the Ministry of Foreign Affairs following a missile incident near the Azerbaijani Embassy in Kyiv, Ukraine.

According to the Ministry, a strong protest was conveyed regarding the fall of an Iskander-type missile on the Embassy’s territory during missile and drone attacks on Kyiv at approximately 1:00 a.m. on 14 November. A corresponding note verbal was also presented to the Russian Ambassador.

The Ministry stated that the strike caused complete destruction of part of the Embassy’s perimeter wall and inflicted damage to structures, service vehicles, the administrative building, and the Consular Section, seriously affecting the diplomatic mission’s compound. Fortunately, no human casualties were reported.

Officials recalled that similar missile attacks, which violate international law, had occurred previously. Notably:

  • On 10 March 2022, an airstrike damaged the administrative building and a service car at the Honorary Consulate of Azerbaijan in Kharkiv.
  • On 2 January 2024, a “Kinzhal” missile airstrike created a crater approximately 3 meters in diameter near the Embassy’s administrative building, with an unexploded ordnance discovered 8 meters below ground.
  • On 28 August 2025, an airstrike approximately 50 meters from the Embassy caused damage to the administrative building, consular section, and Ambassador’s residence.
  • On 8 and 18 August 2025, drone attacks targeted the SOCAR oil depot in the Odessa region, resulting in injuries and extensive infrastructure damage.

The Ministry emphasized that these repeated incidents raise questions regarding the deliberate nature of the attacks. It was also noted that Russia had previously been informed of the locations of Azerbaijani diplomatic missions in Ukraine in April 2022 and had assured that these coordinates would be respected by the Russian Ministry of Defense.

During the meeting, Azerbaijan underscored that attacks on its diplomatic missions are unacceptable and requested that Russia conduct a thorough investigation and provide a detailed explanation.
