PM Chính Chairs Key Meeting on Science, Innovation, and Digital Transformation

HanoiNovember 15, 2025 – The Europe Today: Prime Minister Phạm Minh Chính on Saturday chaired the fifth meeting of the Government’s Steering Committee for science, technology, innovation, digital transformation, and Project 06, aiming to accelerate reforms deemed essential to achieving an 8 per cent growth target this year and sustaining double-digit expansion in the coming years.

PM Chính, who also serves as the committee’s head, emphasized that the meeting would review progress in science and technology development, innovation, and digital transformation, identify persistent bottlenecks, and map out tasks ahead of a year-end review for 2025.

“To ensure rapid and sustainable development, economic restructuring must be grounded in science, technology, innovation, and digital transformation, with data and artificial intelligence as core drivers,” he stated. He noted that in recent months, the Politburo has issued seven key resolutions, including Resolution No. 57, which calls for breakthroughs in science, technology, innovation, and national digital transformation. Supporting resolutions and action plans from the National Assembly and Government have instructed ministries, sectors, and localities to vigorously implement Resolution 57.

During the meeting, PM Chính urged delegates to evaluate whether government leadership at all levels has been sufficiently proactive, timely, flexible, and effective, while highlighting areas requiring special attention to advance science, technology, innovation, digital transformation, administrative reform, and Project 06.

He called for candid, objective, and data-backed assessments that clearly demonstrate concrete results, alongside a thorough identification of existing shortcomings and bottlenecks, particularly those related to mechanisms, policies, and areas where progress remains slow. The Prime Minister also emphasized the need for root-cause analysis, lessons learned, and the sharing of effective management models and innovative approaches to fully unlock national development potential.

Delegates were asked to propose priority tasks and breakthrough measures, including removing obstacles, accelerating capital disbursement, simplifying procedures, promoting data reuse to reduce paperwork, and providing maximum support to citizens and enterprises. Special attention was urged for challenges in implementing the two-tier local administration model, particularly in the digital transformation domain.

The meeting is scheduled to review reports on the performance of tasks through 2025, progress of Project 06 and its priority components, administrative reform outcomes, and remaining key milestones to be met by the end of the year.
