Romania Listed Among Top Countries Worldwide for Highest English Proficiency

Bucharest, December 6, 2025 – The Europe Today: Romania has secured 11ᵗʰ place worldwide in the 2025 edition of the EF Education First (EF) English Proficiency Index, achieving a “very high” level of English proficiency, according to data published by media.

The country scored 605 points, reflecting an improvement of 12 points compared to last year and placing it well above the global average score of 488. The report also noted no meaningful differences in performance between male and female test-takers.

The 2025 ranking is based on assessments of 2.2 million adults from 123 countries and regions, highlighting the strong English-language capabilities among Romanian adults.

In the wider European context, Romania is among 12 EU member states classified within the “very high” proficiency band. This category signals an ability to communicate with nuance in social settings, understand complex texts, and negotiate contracts in English with native speakers.

While reading and listening remain the strongest English-language skills across Europe, the findings indicate that speaking and writing continue to show relatively slower progress.
