Romania, France Hold High-Level Talks on Security and Economic Cooperation; Macron Confirms 2026 Visit to Bucharest

Paris, December 11, 2025 – The Europe Today:  Romania and France have reiterated their strong commitment to strengthening bilateral cooperation in security, defence, and economic development following a series of high-level talks held on December 9, 2025, at the Élysée Palace in Paris.

The meeting, described by Romanian President Nicușor Dan as “extremely cordial,” underscored the historically close relationship between the two countries and their shared strategic priorities. President Dan highlighted that the dialogue reaffirmed both nations’ determination to enhance collaboration amid evolving regional and global challenges.

Security Cooperation Tops Agenda

Security and defence issues were the primary focus of the discussions. Both leaders emphasized France’s essential role within NATO, particularly in reinforcing the alliance’s eastern flank. The presence of French troops in Romania was cited as a key component of regional security efforts.

Amid heightened geopolitical tensions and instability in Eastern Europe, the two sides discussed the strategic importance of the Black Sea region. They also reviewed ongoing and prospective projects in defence-industrial cooperation under the EU SAFE Programme, including initiatives involving emerging technologies aimed at bolstering long-term industrial and technological resilience.

President Dan reiterated Romania’s intention not only to procure defence equipment but also to develop domestic production capabilities. He stressed that future partnerships should prioritize technology transfers, the establishment of manufacturing facilities, job creation, and the potential for exports.

Economic Ties and Strategic Investments

Economic cooperation featured prominently in the talks, with the French delegation reaffirming that its investments in Romania represent long-term strategic commitments. Both sides discussed several priority areas for enhanced collaboration, particularly in the energy sector.

Among the key projects highlighted was the proposed Tarnița hydropower storage investment, which has attracted interest from French companies. The initiative is expected to play a significant role in Romania’s future energy infrastructure and sustainability goals.

Looking Ahead: Macron’s 2026 Visit and Business Forum

As a major outcome of the meeting, French President Emmanuel Macron confirmed that he will undertake an official visit to Romania in 2026 — his first under the current Romanian administration. The visit is anticipated to give additional momentum to bilateral cooperation across multiple sectors.

In advance of the trip, Bucharest will host a Romanian–French business forum next year. The event aims to further engage private-sector stakeholders and expand cooperation in infrastructure, energy, defence, technology, and other strategic industries.

Both governments expressed confidence that the strengthened partnership will contribute significantly to regional stability, economic growth, and a deeper European strategic cohesion.
