Morocco Tops Africa in 2025 Stability-Attractiveness Index

Rabat, December 19, 2025 – The Europe Today: Morocco has secured the top position in Africa in the 2025 combined Stability-Attractiveness Index, published by the Amadeus Institute, reinforcing its status as one of the continent’s most stable and investment-friendly nations.

According to the report, “Morocco remains a continental co-leader and the only African country to maintain a top-two ranking for more than five consecutive years.”

The study highlights that Morocco’s 2025 profile remains “highly stable, with an almost perfect balance across the three pillars of the index,” which include market potential and dynamics (76.50), quality of regulation (83.00), and factor productivity (77.25).

Produced in collaboration with the Casablanca Finance City Authority (CFCA), the report comes at a time of major global change. Rising geopolitical tensions, increasing protectionism, and frequent sanctions are reshaping global trade, investment flows, and supply chains. These shifts directly impact African countries, which are considered key partners for growth, energy, and young talent, yet remain exposed to political and security risks.

The indices are based on over 70 indicators, combining international data, national statistics, and expert analysis, providing a comprehensive assessment of African countries’ economic appeal alongside their political, institutional, and social stability.

The report also notes that Africa continues to face multiple crises and political transitions in 2025. Conflicts persist in regions including the Horn of Africa, eastern Democratic Republic of Congo, Sudan, Libya, and parts of the Sahel, while elections and political changes in several countries have added to investor uncertainty.

Against this backdrop, Morocco emerged first in the newly introduced combined Stability-Attractiveness ranking, which integrates both indices to present a holistic view of governance and economic competitiveness. The report emphasizes that Morocco is the only African nation to consistently remain in the Top 3 of these rankings every year since 2019, demonstrating sustained long-term performance rather than short-term gains.
