Prime Minister Chính Chairs Conference to Review “Quang Trung Campaign,” Declares It a Resounding Success

Hanoi, January 16, 2026 – The Europe Today: Prime Minister Phạm Minh Chính on Tuesday chaired an online conference with central localities to review the outcomes of the “Quang Trung Campaign,” a rapid initiative aimed at rebuilding and repairing homes damaged by storms and floods in central Việtnam. The Prime Minister declared that the campaign had achieved a “resounding victory.”

Highlighting the human dimension of the effort, PM Chính said, “Each house rebuilt under the campaign was constructed not only with concrete and bricks, but also with the compassion, solidarity and support of the entire society.”

Between early October and late November 2025, the central region was struck by a series of severe storms and historic floods, resulting in the collapse or destruction of 1,597 houses and severe damage to 34,759 others.

Following directives from Party General Secretary Tô Lâm, the Prime Minister launched the Quang Trung Campaign to ensure that no household was left without shelter. He issued urgent instructions, chaired weekly meetings, and assigned Deputy Prime Ministers to work directly on the ground to expedite reconstruction efforts. An additional VNĐ328 billion (US$12.48 million) was allocated to assist localities in implementing the campaign.

With a “working day and night” spirit, ministries, local authorities, and mass organizations mobilized maximum resources and manpower. By December 30, 2025, all 34,759 damaged houses had been fully repaired. By January 15, 2026, construction of all 1,597 new houses was largely completed, more than 45 days ahead of schedule. As a result, 100 per cent of affected households now have solid, new homes in time to welcome the 14th National Party Congress and the Lunar New Year.

The Ministry of National Defence deployed over 312,500 personnel and 10,500 vehicles, contributing to the construction of 619 new houses and the repair of 363 others, alongside cash and supplies valued at more than VNĐ136 billion. The Ministry of Public Security mobilized over 126,000 officers and resources worth over VNĐ120 billion, leading the construction of 419 new homes. The Ministry of Agriculture and Environment coordinated nearly US$11.5 million in international aid, while the Ministry of Construction provided 360 standard housing designs, including 45 models resistant to floods and storms.

The Vietnam Fatherland Front and its member organizations contributed VNĐ486.2 billion, while 1,334 members of the Hồ Chí Minh Communist Youth Union actively participated in the reconstruction work.

At the conference, PM Chính emphasized that although the campaign involved no gunfire, it demonstrated the spirit of “swift action, swift victory,” and marked a profound success. Beyond restoring homes, it reinforced public trust in the Party’s leadership and showcased the power of unity between the State and the people.

The Prime Minister also underlined that rebuilding houses was only the first step toward sustainable recovery. He instructed local authorities to complete house handovers by January 18, 2026, while continuing to address environmental concerns, restore essential infrastructure, support livelihoods, and ensure transparent and timely assistance to affected households, particularly during the Lunar New Year.

PM Chính said the Quang Trung Campaign had rekindled hope in communities once devastated by floods, transforming losses into joy and opening the way to a brighter future as the country enters a new spring and development phase.

During the event, the Prime Minister also honored collectives and individuals who made outstanding contributions to the campaign.
