Hanoi, January 20, 2026 – The Europe Today: The 14th National Congress of the Communist Party of Việt Nam (CPV) bears a major historical responsibility, not only in setting goals and directions for the 2026–2030 term but also in making strategic decisions that will shape the nation’s future for decades to come, State President Lương Cường said at the opening ceremony in Hànội on Tuesday.
In his opening address, the State President said the 14th National Party Congress marks the beginning of a new era of national development under the motto “Solidarity – Democracy – Discipline – Breakthrough – Development.” He emphasized that the congress reflects the nation’s firm resolve, strong determination, and great unity in pursuing the goal of building a peaceful, independent, democratic, prosperous, civilized, and happy Việt Nam steadily advancing toward socialism.
He described the congress as a momentous national event and a historic turning point as the country approaches the 100th anniversary of the founding of the Party in 2030. The event, he said, concentrates the will, aspirations, and determination of the entire Party, people, and armed forces, guided by strategic self-reliance, self-strengthening, and confidence to move firmly into a new era of development.
According to President Lương Cường, the congress is being held amid rapid, complex, and unpredictable global and regional developments, intensifying strategic competition among major powers, and increasingly serious non-traditional security challenges, particularly climate change and epidemics. He noted that the Fourth Industrial Revolution—especially the rapid advancement of artificial intelligence, digital technology, quantum technology, and other new technologies—is profoundly reshaping socio-economic life, requiring new growth models, higher labor productivity, improved production quality, stronger national competitiveness, and enhanced governance in social development, national defense, security, and foreign relations.
The State President said the congress will outline a roadmap to further inspire national development aspirations, foster pride and self-reliance, mobilize all resources and driving forces for growth, and promote the strength of the people and great national unity in combination with the strength of the times. These efforts, he added, aim to comprehensively advance national renewal, construction, development, and defense, fulfilling President Hồ Chí Minh’s vision of a strong Việt Nam standing shoulder to shoulder with leading nations across the five continents.
Reviewing national progress, he noted that after 40 years of implementing the Đổi mới (Renewal) policy, Việt Nam has achieved comprehensive and historically significant accomplishments, steadily improving living standards and enhancing the country’s prestige on the international stage. However, he acknowledged ongoing challenges, including growth that has yet to reach its full potential, limited labor productivity and competitiveness, persistent hardships faced by segments of the population, and complex risks posed by climate change, natural disasters, epidemics, and cybersecurity threats.
The State President urged delegates to fully uphold their sense of responsibility, intelligence, and dedication, promote unity and democracy, and engage in in-depth discussions to ensure the success of the congress.
The draft Political Report submitted to the congress carries the theme: “Under the glorious flag of the Party, uniting in strength and determination to successfully achieve national development goals by 2030; strategic self-reliance, self-strengthening and confidence, advancing strongly in the era of the nation’s rise, for peace, independence, democracy, prosperity, affluence, civilization and happiness, steadfastly moving toward socialism.”
The Congress Presidium comprises 16 members of the 13th Politburo, led by Party General Secretary Tô Lâm as President of the Presidium, alongside senior leaders including State President Lương Cường, Prime Minister Phạm Minh Chính, National Assembly Chairman Trần Thanh Mẫn, and other top Party, State, military, and security officials.
The opening ceremony was attended by incumbent and former leaders of the Party and State, veteran revolutionaries, Heroic Vietnamese Mothers, and representatives of intellectuals, artists, religious dignitaries, and outstanding members of the younger generation. Ambassadors, foreign representatives, and heads of international organizations in Việt Nam were also present.
The congress brings together 1,586 delegates representing more than 5.6 million Party members nationwide, with extensive coverage by domestic and international media.
According to the agenda, the 14th National Party Congress will review the implementation of the 13th Congress’s Resolution alongside the 40-year Đổi mới process, assess achievements and shortcomings, draw key lessons with long-term theoretical and practical value, set strategic breakthroughs and priority tasks for 2026–2030 with a vision toward 2045, review Party building and the political system, and elect the 14th Party Central Committee.
Following the opening session, Party General Secretary Tô Lâm, head of the subcommittee responsible for drafting congress documents, presented a report of the 13th Party Central Committee on the documents submitted to the 14th National Party Congress.
