South Korea Becomes First Country to Enact Comprehensive AI Regulation

Seoul, January 22, 2026 – The Europe Today: South Korea has become the first country in the world to implement a comprehensive law regulating artificial intelligence, according to media reports. The AI Basic Act, which took effect Thursday, sets a global precedent by requiring companies and developers to address risks associated with AI technologies, including deepfakes and misinformation.

The law introduces the classification of “high-risk AI”, encompassing systems that significantly impact daily life or safety, such as those used in hiring, loan approvals, and medical advice. Providers of high-risk AI services are required to disclose the use of AI, ensure safety, and apply watermarks to AI-generated content.

Major international companies operating in South Korea, including OpenAI and Google, must appoint local representatives if they meet specific revenue or user thresholds. Non-compliance with the law can result in fines of up to 30 million won, though a one-year grace period has been provided to allow businesses time to adapt.

In addition to regulation, the law mandates the government to actively promote AI development, with a policy blueprint to be issued every three years to guide the sector’s growth and ensure responsible innovation.

This move positions South Korea as a global leader in AI governance, balancing technological advancement with ethical safeguards and public safety.
