Phú Quốc, January 29, 2026 – The Europe Today: Prime Minister Phạm Minh Chính on Wednesday called on ministries, agencies and local authorities, particularly in An Giang province and the Phú Quốc special zone, to fully discharge their responsibilities, work decisively and mobilise public support as less than two years remain to prepare infrastructure for the Asia-Pacific Economic Cooperation (APEC) 2027 Economic Leaders’ Meeting.
During an inspection in Phú Quốc, the Prime Minister reviewed the progress of key APEC-related projects and urged faster implementation to ensure the country meets its hosting obligations. Highlighting the significance of Việt Nam hosting APEC for the third time, he described chairing APEC 2027 as both an honour and a strategic opportunity to elevate the nation’s international standing.
“Strategic infrastructure is a critical pillar for the successful organisation of APEC meetings. Investments will contribute to national development and deliver direct benefits to An Giang and Phú Quốc, while strengthening Việt Nam’s capacity, credibility, and international reputation,” the Prime Minister said.
Chính instructed strict and effective implementation of the ‘five transformations’, ‘four no’s’ and ‘three contributions’ for Phú Quốc. The five transformations include green and digital transformation, optimising unique potential and competitive advantages, smarter governance, and harmonising interests among the State, citizens and businesses. The four no’s are no wasted days, no weekly delays, no missed monthly opportunities, and no passivity over a year. The three contributions involve commitments from the State, businesses and the public.
Energy and Mineral Resources Minister Bahlil Lahadalia, who serves as daily chair of the National Energy Council, reported that the roadmap to energy self-sufficiency has been completed, with ongoing steps for international collaboration.
During the inspection of Phú Quốc International Airport’s expansion, the Prime Minister commended Sun Group, the project investor, for rapid progress. He noted that the main T2 terminal has been completed, the VIP terminal is nearing completion, and runway work is accelerating, all while regular airport operations continue. Chính urged contractors to mobilise additional manpower, equipment and shifts to maximise the dry season and accelerate progress, while ensuring quality, safety, environmental standards, and regulatory compliance.
Chính also visited Provincial Road DT.975, the key connector between the growth corridor and Phú Quốc International Airport, praising site clearance and subgrade construction. At a working session with ministries, provincial authorities and investors, he addressed bottlenecks and ordered a draft government resolution on land handover for build-transfer (BT) contracts to be completed within a month. He also approved undergrounding of power, telecommunications, water supply and drainage infrastructure, and adjustments to transport projects.
An Giang province has been assigned 21 projects—10 public investment and 11 PPP or commercial investment projects. All public projects have completed investor and contractor selection, with 2025 disbursement exceeding VNĐ2.6 trillion ($99.7 million), equivalent to 64.2 per cent of the annual plan. All PPP and commercial projects have also selected investors in accordance with regulations, with many expected to be operational in time for APEC 2027.
Earlier, the Prime Minister attended ground-breaking ceremonies for two key projects: the Đất Đỏ Beach mixed-use urban area and the Núi Ông Quán eco-tourism mixed-use urban area. The Đất Đỏ Beach project, with a total investment of VNĐ64 trillion ($2.5 billion) over 88.4 hectares, will include a ‘hotel city’ with 15 high-rise beachfront hotels totaling nearly 6,500 rooms along APEC Boulevard. The Núi Ông Quán project, spanning over 21 hectares with an investment of VNĐ5.55 trillion ($212.9 million), will provide eco-tourism facilities, serviced apartments and commercial centres.
Together, these projects are expected to add approximately 12,000 hotel rooms and world-class commercial infrastructure, ensuring Phú Quốc meets the stringent requirements of APEC 2027 while transforming its hospitality and urban landscape.
