NATO Secretary General Mark Rutte to Address Ukrainian Parliament

Kyiv, February 3, 2026 — The Europe Today: NATO Secretary General Mark Rutte is scheduled to visit Kyiv and address the Verkhovna Rada, Ukraine’s parliament, on February 3, according to media reports citing foreign sources.

The 15th session of the Verkhovna Rada is set to open on Tuesday, February 3, with the agenda including an address by the NATO secretary general. Ukrainian lawmaker Oleksii Honcharenko confirmed the plan, writing that “tomorrow, NATO Secretary General Mark Rutte will speak in the Verkhovna Rada of Ukraine.”

Another MP, Yaroslav Zhelezniak, said the session would include the opening of parliament, Rutte’s address, and a number of procedural matters. Ukrainian authorities have not yet made an official announcement regarding Rutte’s visit to the capital.

The planned address follows recent remarks by Rutte on European defense support for Ukraine. On January 26, he urged the European Union to move away from the “buy European” principle in arms procurement for Ukraine and called on EU countries that possess large stocks of interceptor missiles to transfer them to Kyiv.
