Brussels, March 25, 2026 – The Europe Today: The European Union has outlined two key conditions for Ukraine’s accession to the bloc — achieving lasting peace and implementing comprehensive reforms — signaling that membership by January 1, 2027 remains unlikely.
European Commissioner for Enlargement, Marta Kos, stated that Ukraine’s path to EU membership depends fundamentally on stability and structural transformation.
“First you need peace… then you have to do the reforms,” she said, underscoring that security and predictable conditions are essential to attract investors and support economic recovery.
Kos emphasized that without a stable environment, meaningful progress toward accession would be difficult, noting that reforms must address governance, economic resilience, and institutional capacity.
Despite the challenges, she highlighted Ukraine’s importance as a strategic partner for the EU, particularly in the fields of innovation and defense, which could enhance the bloc’s global competitiveness.
Ukrainian President Volodymyr Zelenskyy has reiterated Kyiv’s commitment to accelerating integration with the European Union, calling for a clear and structured timeline for membership.
Meanwhile, European Commission President Ursula von der Leyen said it is premature to set a definitive accession date. However, she affirmed that Ukraine is on a “good path” toward eventual membership.
The EU’s stance reflects a cautious but supportive approach, balancing political backing for Ukraine with the practical requirements of peace, stability, and far-reaching reforms necessary for accession.
