Vietnamese PM Meets Russian State Duma Leadership, Reaffirms Strategic Partnership

Moscow, March 24, 2026 – The Europe Today: Vietnamese Prime Minister Phạm Minh Chính held talks with Vyacheslav Volodin and representatives of multiple political parties in the Russian State Duma during his official visit to Russia, underscoring the strong and enduring ties between the two nations.

Welcoming the Vietnamese premier and his delegation, Volodin expressed appreciation for the warm reception extended to a high-level Russian parliamentary delegation during its visit to Vietnam in September 2025. He also congratulated Vietnam on the successful organisation of the 14th National Congress of the Communist Party of Vietnam and the election of deputies to the 16th National Assembly.

Volodin conveyed his best wishes to Vietnamese leaders, including General Secretary Tô Lâm and National Assembly Chairman Trần Thanh Mẫn, reaffirming that Russia views Vietnam as a long-standing friend and a key partner in the Asia-Pacific region.

He emphasized that members of the Russian State Duma, across party lines, strongly support further strengthening the Comprehensive Strategic Partnership between the two countries. Volodin also reiterated the Duma’s readiness to cooperate with Vietnam in implementing high-level agreements and enhancing bilateral cooperation, particularly in areas such as trade, energy, education, and legal frameworks.

For his part, Prime Minister Chính expressed gratitude for Russia’s continued support and conveyed greetings from Vietnamese leadership to Volodin. He highlighted the significance of his visit in advancing agreements reached between senior leaders, including those between General Secretary Tô Lâm and Russian President Vladimir Putin.

The Vietnamese premier also welcomed the outcomes of his discussions with Russian Prime Minister Mikhail Mishustin and his meeting with Federation Council Chairwoman Valentina Matviyenko, noting that these engagements would help further elevate bilateral cooperation.

Chính commended the role of the Russian State Duma in facilitating legal frameworks to support joint initiatives and thanked Russian authorities for their support and protection of the Vietnamese community residing in Russia.

Both sides noted the strong development of inter-parliamentary relations in recent years, including effective coordination through bilateral and multilateral mechanisms such as the Inter-Parliamentary Cooperation Committee.

They reaffirmed their commitment to expanding cooperation through increased high-level exchanges, stronger coordination in international forums, and enhanced collaboration in trade, energy, education, science, and technology. The two sides also agreed to address existing challenges in economic cooperation and promote people-to-people exchanges, tourism, and regional connectivity.

Volodin expressed support for Vietnam’s development goals, including the proposed Ninh Thuận 1 nuclear power plant project, describing it as a key initiative for the country’s future energy security and economic growth.

The meeting concluded in a warm and friendly atmosphere, with both leaders expressing confidence that the long-standing friendship between Vietnam and Russia will continue to deepen, contributing to peace, stability, and cooperation at both regional and global levels.
