Hanoi, March 28, 2026 – The Europe Today: The 18th-tenure Hànội Party Committee convened its fifth conference on March 27, adopting a series of strategic decisions aimed at shaping the Vietnamese capital’s long-term development trajectory in a new era.
A key highlight of the conference was the approval of a comprehensive master plan envisioning Hànội’s transformation into a globally recognised city beyond 2065, with a strong emphasis on quality of life and overall well-being.
Presenting the master plan, Permanent Vice Chairman of the municipal People’s Committee Dương Đức Tuấn said the planning scope covers the entire administrative area of Hànội, including 126 communes and wards. The plan also extends to the broader Capital Region, encompassing neighbouring provinces such as Phú Thọ, Thái Nguyên, Bắc Ninh, Hưng Yên, and Ninh Bình, while strengthening linkages across the Red River Delta and national economic corridors.
Under the vision, Hànội is set to serve as the core of a multi-centred urban cluster, playing a leading role in driving socio-economic development across the Capital Region. The city, which spans approximately 3,360 square kilometres, is projected to have a population of 14–15 million by 2035, rising to 17–19 million by 2065, with long-term plans to stabilise the population below 20 million to ensure sustainable urban density.
By 2035, Hànội aims to emerge as a “civilised, modern and happy” capital rooted in its rich cultural heritage, while becoming a leading hub for economy, education, healthcare, and innovation in the Asia-Pacific region. By 2045, the city is expected to match developed nations in knowledge and technological advancement, and by 2065, achieve full global city status.
The master plan outlines an open spatial structure described as “multi-layered, multi-polar, and multi-centred,” with the Red River positioned as the central ecological and cultural axis, integrated with regional and international economic networks.
Meanwhile, Vice Chairman of the municipal People’s Committee Nguyễn Xuân Lưu presented the socio-economic development plan for 2026–2030, focusing on rapid yet sustainable growth driven by a new economic model. The plan targets an average annual GRDP growth rate of 11 per cent, with per capita GRDP reaching $12,000 and the digital economy contributing 40 per cent of total output by 2030.
Urbanisation is expected to reach 65–70 per cent, while public transport is projected to account for at least 30 per cent of travel demand, reflecting efforts to modernise infrastructure and reduce congestion.
In his concluding remarks, Secretary of the municipal Party Committee Nguyễn Duy Ngọc stressed that Hà Nội is entering a critical phase marked by both significant challenges and historic opportunities.
He emphasized that the ambition to transform the capital must be translated into concrete action, calling for stronger determination, enhanced efficiency, and unified implementation across all levels of governance to ensure that policies deliver tangible results.
