Hanoi, May 20, 2025 — The Europe Today: Prime Minister Phạm Minh Chính engaged in a direct and unscheduled dialogue with private sector leaders on May 18, during a high-level national conference on the implementation of Politburo Resolution No. 68, which outlines strategic directions for the development of Vietnam’s private economic sector.
Held at the Diên Hồng Hall of the National Assembly, the event witnessed the participation of top national leaders, including General Secretary Tô Lâm, President Lương Cường, and National Assembly Chairman Trần Thanh Mẫn. The Prime Minister’s spontaneous engagement with business representatives highlighted the Government’s openness and strong commitment to the advancement of private enterprise, in line with the objectives set forth in the newly issued resolution.
Vũ Văn Tiền, Chairman of Geleximco Group, was the first to speak during the dialogue. He welcomed the resolution’s recognition of the private sector as “one of the most important drivers of the national economy,” calling it a strategic turning point.
“This is a breakthrough we’ve been waiting for,” Tiền remarked. “For years, private enterprises have yearned to contribute meaningfully but often encountered limitations. This resolution is like rain after a long drought.”
Tiền proposed the establishment of a dedicated mechanism to oversee the resolution’s implementation and to serve as a channel for collecting feedback from businesses and the public.
In response, Prime Minister Chính affirmed that the resolution paves the way for direct task assignments to competent private enterprises, replacing the traditional public procurement model in certain sectors. He urged both businesses and state agencies to uphold accountability and deliver tangible results.
Đặng Hồng Anh, Chairman of the Việt Nam Young Entrepreneurs Association, inquired about the Government’s plans to digitise legal documents to improve transparency and accessibility. Prime Minister Chính responded by highlighting the Ministry of Justice’s ongoing development of a digital legal portal that will centralise Party and State policies. The platform is also expected to enable businesses to participate in legal reform efforts through direct feedback mechanisms.
Vương Quốc Toàn, Chairman of Lan Hưng Group — a firm specialising in social housing — raised concerns about the challenges faced by small and medium-sized enterprises (SMEs) in accessing industrial land, particularly due to high minimum area requirements. He suggested allocating smaller land plots, between 1,000 and 5,000 square metres, within industrial parks to accommodate SMEs.
The Prime Minister acknowledged the issue and noted that Resolution 68 already mandates that each industrial park must reserve at least 20 hectares — or a minimum of five per cent of its area with completed infrastructure — for small businesses, startups, and high-tech firms. He added that new decrees and credit policies are currently being formulated to further enhance SMEs’ access to land and capital.
“These are clear policies, and they will be implemented with specific guidelines appropriate to each period,” Prime Minister Chính affirmed.
Concluding the session, the Prime Minister encouraged business leaders to continue submitting written feedback and policy recommendations. He emphasized that the effective implementation of Resolution 68 must be informed by the private sector’s insights, in order to meet its needs and fulfill its potential as a key pillar of national economic development.
