Morocco Among Africa’s Top Performers in Public Service Delivery: AfDB Report

Berlin, July 1, 2025 – The Europe Today:  Morocco has emerged as one of Africa’s leading nations in public service delivery, ranking sixth on the continent in the inaugural Public Service Delivery Index (PSDI) released by the African Development Bank (AfDB). The 2024 report highlights Morocco’s notable achievements in socioeconomic inclusion and near-universal access to electricity.

The PSDI introduces a new framework for assessing African states’ capacity to deliver essential public services, combining empirical data with citizen feedback. The index aims to serve not only as a ranking but also as a strategic policy tool to guide reforms and strengthen governance systems across the continent.

According to the report, Morocco scored 55.22 out of 100, outperforming both the continental average of 45.39 and the North African regional average of 50.55. This performance places Morocco in the top 10 percent of African countries in terms of public service effectiveness.

The AfDB attributes Morocco’s strong performance to several key pillars:

  • Socioeconomic Inclusion: Morocco received a score of 63.30, reflecting significant progress in extending public services to broader segments of the population.
  • Industrial Development: With a score of 57.50, Morocco shows steady advancement in its national production capacity.
  • Access to Electricity: Scoring 55.87, the country boasts a 98% electricity access rate — one of the highest on the continent — thanks to a consistent rural electrification initiative that has spanned more than two decades.

The report also underscores Morocco’s strategic shift toward renewable energy, particularly in solar power, as a transformative success story. These long-term investments have resulted in high levels of citizen satisfaction with public services.

While the report acknowledges Morocco’s achievements, it also points to uneven performance across Africa. The average PSDI score of 45.39 reveals ongoing challenges in areas such as industrialization (40.19), food security (44.05), and regional integration (44.65). Nonetheless, improvements in sectors like energy (52.99) and inclusion (48.61) signal the potential for targeted progress.

The AfDB emphasizes that the PSDI is more than a statistical tool; it is designed to help policymakers understand what works, promote best practices, and shape future strategies. For Morocco, the findings reaffirm the value of sustained investment, long-term social planning, and robust infrastructure development.
