Morocco Signs Multiple Agreements to Promote Ethical and Strategic Use of Artificial Intelligence

Rabat, July 4, 2025 – The Europe Today:  A series of strategic memoranda of understanding were signed on Wednesday in Rabat between Moroccan ministries and key international, institutional, and academic partners to advance the ethical, inclusive, and efficient use of artificial intelligence (AI).

The signing ceremonies took place on the sidelines of the First National Conference on Artificial Intelligence, reinforcing Morocco’s commitment to positioning itself as a regional leader in digital transformation under the Morocco Digital 2030 strategy.

One of the most prominent agreements was signed between the Ministry of Digital Transition and Administration Reform and the Mohammed VI Polytechnic University (UM6P). Minister Amal El Fallah Seghrouchni and Hicham El Habti, President of UM6P, formalized a strategic partnership focusing on data centers. The deal aims to foster collaboration in the areas of research, innovation, sustainability, digital sovereignty, and training, particularly in sustainable data governance.

In a move to integrate AI into education, Minister Seghrouchni also signed an agreement with Mohamed Saad Berrada, Minister of National Education, Preschool, and Sports. The agreement focuses on incorporating digital technologies into school curricula, developing specialized digital educational content, enhancing digital competencies among both teachers and students, and promoting innovation across educational and sports institutions.

Furthering the national digital inclusion agenda, Minister Seghrouchni and Mohamed Fikrat, President of the Board of Credit Agricole du Maroc, signed a partnership aimed at deploying digital and physical access points for e-services in rural areas, digitizing agricultural microenterprises, and fostering innovation in rural communities.

Another key agreement was concluded between Minister Seghrouchni and Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment, and Skills. This initiative seeks to leverage AI to support job integration, develop labor market analysis platforms, facilitate career transitions, and support microenterprise development.

Additionally, the Ministry of Digital Transition signed a memorandum of understanding with the United Nations Development Programme (UNDP). This partnership focuses on enhancing Morocco’s global and regional standing in digital transformation and innovation.

These initiatives collectively underscore Morocco’s ongoing commitment to harnessing AI and digital technologies in a manner that supports human development, inclusivity, and sustainability. In March 2025, Morocco had already launched a national program aimed at familiarizing children with digital technologies and AI, demonstrating a holistic approach to future-proofing its population.

The agreements form a core part of the Morocco Digital 2030 vision, which seeks to establish a robust, sovereign, and ethical digital ecosystem for the benefit of all segments of Moroccan society.
