Tashkent, July 07, 2025 – The Europe Today: President Shavkat Mirziyoyev chaired a high-level meeting to review the progress of ongoing reforms, assess the results of development efforts, and outline new projects for the Namangan region. The session underscored the importance of targeted socio-economic strategies aimed at enhancing the investment climate, boosting employment, and reducing poverty.
The meeting followed the implementation of the Presidential Resolution dated December 2, 2024, which laid out comprehensive measures for the region’s development. According to the plan for 2025, Namangan aims to attract $4.2 billion in investments, achieve $1 billion in exports, create 323,000 jobs, and lift 55,000 families out of poverty. Small businesses and entrepreneurship, employing 82 percent of the working-age population, remain the primary drivers of this ambitious agenda.
Since the beginning of the year, approximately $1.6 billion in investments have been mobilized in Namangan. However, it was noted that these investments have been largely concentrated in the regional capital and central districts. President Mirziyoyev stressed the need to address disparities by increasing investment flows into underserved districts such as Mingbuloq, Norin, Uychi, and Chortoq. He also emphasized the importance of expanding export product varieties and harnessing the economic potential of remote areas.
Agricultural productivity in the region has also demonstrated significant potential. In Yangikurgan district, for example, per-hectare income has exceeded $20,000. To capitalize on these strengths, the President has initiated a sweeping administrative and economic reform of the region’s territories. A dedicated Reform Headquarters has been established, bringing together local specialists, leading entrepreneurs, and international experts. This collaborative approach has already led to the development of projects valued at an additional $1 billion.
During the meeting, officials presented new initiatives that are expected to create 12,000 jobs, contribute 200 billion UZS to the state budget, and generate $160 million in exports. Specific projects include the promotion of household-based intensive fish farming in Norin district and the development of duck farming in Mingbuloq. These ventures are poised to enhance food security and create numerous employment opportunities. The President called for replicating such successful models across other regions of the country.
With around 55,000 unemployed citizens and 44,000 low-income families currently residing in Namangan, the President instructed authorities to focus on vocational training, job placement, and home-based income generation. Additional directives were issued to enhance the social infrastructure and transform mahallas (local neighborhoods) into zones free of crime.
President Mirziyoyev concluded the session by reaffirming the government’s commitment to inclusive growth and equitable development, emphasizing that no district or citizen should be left behind in the reform process.
