President Tokayev Signs New Tax Code Introducing Major Reforms in Kazakhstan’s Tax System

Astana, July 18, 2025 – The Europe Today: President Kassym-Jomart Tokayev has officially signed the new Tax Code of the Republic of Kazakhstan along with the accompanying law “On Amendments to Certain Legislative Acts on Taxation,” the Akorda press service announced on Thursday.

The newly enacted Tax Code marks a significant overhaul of Kazakhstan’s tax system, aimed at simplifying tax administration and enhancing fiscal efficiency. According to the Akorda statement, the volume of tax reporting will be reduced by 30%, while the total number of taxes will decrease by 20%. The code also streamlines preferences and levies to ensure a more transparent and manageable tax regime.

Key areas impacted by the reforms include corporate and individual income tax, investment promotion measures, and redistribution of the tax burden. These changes are expected to support economic growth, improve the business climate, and attract investment.

One of the most notable changes in the new code is the adjustment of the Value Added Tax (VAT) rate, which has been set at 16%.

In addition, sector-specific VAT rates have been introduced:

  • For pharmaceuticals and medical services, the VAT rate will be 5% starting from 2026, and will increase to 10% from 2027.
  • A 10% VAT rate will apply to the sale of periodical print publications.

Furthermore, the threshold for mandatory VAT registration has been reduced to 10,000 MCI, equivalent to 40 million tenge, broadening the VAT base and bringing more businesses into the formal tax system.

These comprehensive tax reforms are part of Kazakhstan’s broader economic modernization agenda and are aimed at creating a more investor-friendly and efficient fiscal environment. The government is expected to release further implementation guidelines in the coming months.
