Marrakech, July 26, 2025 – The Europe Today: The Moroccan government has announced an ambitious plan to invest MAD 80 billion (approximately $8 billion) in deploying fifth-generation (5G) mobile technology across the country, aiming to cover 85% of the population by 2030.
The announcement was made during the board meeting of the National Telecommunications Regulatory Agency (ANRT), chaired by Head of Government Aziz Akhannouch on Friday in Rabat. The investment is a central component of the “Morocco Digital 2030” strategy, which seeks to accelerate Morocco’s digital transformation.
Implementation of the 5G deployment is set to begin by the end of 2025, with major urban centers prioritized in the initial rollout phase. ANRT Director General Azzelarab Hassibi presented an overview of the country’s telecommunications landscape during the session, highlighting significant progress: mobile subscriptions now exceed 57 million, while internet users number approximately 40 million — representing a 90% penetration rate, well above the African continental average of 37%.
These achievements have propelled Morocco to the top of the 2025 International Telecommunication Union (ITU) rankings in Africa, according to the Information and Communication Technology Development Index (IDI).
The board meeting also focused on bridging regional disparities in telecommunications infrastructure. Prime Minister Akhannouch emphasized the need for comprehensive coverage, particularly in mountainous and remote areas, and directed the ANRT to work in coordination with relevant government departments and private sector partners to identify and address underserved regions.
In line with this directive, the board approved a national survey aimed at mapping rural and remote communities with insufficient or no telecommunications access. These localities will be incorporated into a phased deployment program under the broader national strategy.
Additionally, the ANRT announced plans to update the National Frequency Plan to reflect emerging technological trends and meet the socio-economic needs of the country. Ongoing structural projects will continue to extend fiber optic infrastructure and high-speed internet access in parallel with the gradual deployment of 5G services.
The expansion of Morocco’s digital infrastructure coincides with the country’s preparations to host major international events, including the Africa Cup of Nations (AFCON) later this year and the 2030 FIFA World Cup, which Morocco will co-host. These events underscore the need for robust digital connectivity to support media coverage, enhance visitor experiences, and boost Morocco’s global profile.
The government’s latest investment signals a strong commitment to narrowing the digital divide and advancing inclusive, technology-driven development throughout the Kingdom.
