Rabat, October 11, 2025 – The Europe Today: King Mohammed VI chaired on Friday the opening of the first session of the fifth legislative year of Morocco’s 11th Legislature at Parliament in Rabat, delivering a speech that underscored the state’s central role in guiding national transformation amid growing social demands and youth-led GenZ212 protests across the country.
In his address, the monarch reaffirmed Morocco’s long-term development vision while urging for greater urgency, efficiency, and accountability in implementing key reforms. His speech struck a balance between continuity and renewed momentum, calling on all institutions to accelerate progress toward a more just and prosperous nation.
“We Expect a Faster Pace and Stronger Impact”
Recalling the themes of his previous Throne Speech, King Mohammed VI emphasized the need to “accelerate the progress of the emerging Morocco” through a new generation of territorial development programs. “We expect a faster pace and stronger impact from these programs,” he declared, stressing that their implementation must ensure a “win-win relationship between urban and rural areas.”
The King highlighted that Morocco is entering a decisive phase in achieving greater social and spatial justice, ensuring that “everyone benefits from the fruits of growth and that all citizens enjoy equal opportunities in their political, economic, and social rights.”
He cautioned that social justice and the fight against regional disparities “are not an empty slogan or a temporary priority whose importance may recede,” positioning these principles at the heart of Morocco’s development agenda.
Shared Responsibility Across Institutions
The monarch underscored that informing citizens about laws and initiatives affecting their rights and freedoms is a shared national duty. “This matter is not the sole responsibility of the government,” he said, “but belongs to everyone, foremost you, members of Parliament, because you represent the citizens.”
King Mohammed VI called on political parties, elected representatives, the media, and civil society to contribute actively to enhancing citizens’ understanding of and participation in public life.
Priorities: Jobs, Education, Healthcare, and Governance Reform
Reaffirming Morocco’s strategic priorities, the King outlined a development agenda focused on “supporting local initiatives and economic activities, providing job opportunities for youth, improving education and healthcare, and developing territorial areas.”
He emphasized that these objectives require a fundamental transformation in governance and implementation methods. “The major transformation we seek in territorial development requires a tangible change in mindsets and working methods, and the genuine rooting of a culture of results,” he stated.
King Mohammed VI further called for the optimal use of digital technologies and the reliance on “precise field data” to guide public decision-making and measure performance. Efficiency, he stressed, must become “a guiding principle for all public actions.”
“No Tolerance for Laxity”
The monarch issued a firm warning against inefficiency in public investment, declaring that Morocco “will not tolerate any laxity in the efficiency and productivity of public investment.” He urged all institutions to combat practices that waste “time, effort, and resources,” insisting that development policies must deliver tangible improvements in citizens’ daily lives.
Concluding his address, King Mohammed VI called for the mobilization of all national energies to sustain the country’s transformation. “The transformation underway goes beyond governmental or parliamentary timeframes,” he said, framing Morocco’s development journey as a long-term project for an “emerging and united Morocco.”
