Hanoi, October 20, 2025 — The Europe Today: National Assembly (NA) Chairman Trần Thanh Mẫn on Sunday chaired a meeting between the Standing Board of the NA Party Committee and heads of Party groups overseeing delegations of NA deputies from provinces and centrally-run cities, as part of preparations for the 10th session of the 15th legislature — the final session of this tenure.
Addressing the meeting, Chairman Mẫn described the upcoming 10th session as a historic and highly significant gathering, carrying a large and complex workload. He emphasised that the session will institutionalise the latest guidelines and conclusions of the Party Central Committee, the Politburo, and the Secretariat — particularly those adopted at the 13th Party Central Committee’s recent plenum, which highlight the importance of turning institutional reform into a competitive advantage and a driving force for national development.
Comprehensive Agenda and Innovative Procedures
According to the NA Chairman, the legislature is scheduled to deliberate and make decisions on 66 major issues, including 49 draft laws, four draft resolutions, and 13 socio-economic and budget-related matters. Deputies will also review and provide feedback on draft documents to be submitted to the 14th National Party Congress.
He noted that the session’s agenda has been carefully and scientifically arranged, incorporating several procedural innovations such as grouping related topics for joint presentation and discussion, and conducting question-and-answer sessions in written form rather than during plenary debates, in order to improve efficiency and focus.
Chairman Mẫn urged NA deputies to uphold democracy, wisdom, and a high sense of responsibility during discussions, especially concerning key legislative documents such as the draft Law on Artificial Intelligence and the draft Law on Digital Transformation, which have wide-ranging social and economic implications. He also stressed the importance of addressing pressing issues including land management, national planning, and education reform.
Focus on Economic and Budgetary Review
On economic and fiscal matters, the NA leader called on lawmakers to thoroughly study Government reports, evaluate both achievements and limitations, and make objective assessments aimed at improving fiscal and monetary policies while ensuring strict budgetary discipline. He urged deputies to focus particularly on issues directly impacting citizens’ livelihoods, including the implementation of national target programmes.
Personnel and Leadership Responsibilities
Touching upon personnel matters, Chairman Mẫn reminded deputies to adhere to the instructions of Party General Secretary Tô Lâm regarding strengthening both the Party’s leadership and the people’s participation in the National Assembly’s work. He underscored that personnel decisions must follow established regulations and procedures, and be made with the utmost sense of political responsibility, placing the interests of the Party, the nation, and the people above all else.
Promoting Digital Innovation in Legislative Work
The NA Chairman also encouraged continued innovation and the enhanced application of digital technology and artificial intelligence in legislative activities to increase transparency and efficiency. He called for strict compliance with the session’s working regulations and discipline to ensure the highest quality of deliberations and decision-making.
Expressing confidence in the unity, reform spirit, and dedication of the deputies, Chairman Trần Thanh Mẫn affirmed his belief that the 15th National Assembly will successfully complete its historic mission during this final session of its tenure.
